- Naval Support Unit, Saratoga Springs, NY Base Telephone System N00140-03-Q-N839 ? Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Proposals are hereby requested under RFP N00140-03-Q-N839, on a Small Business Set-Aside basis. The applicable NAICS Code is 517910 and the size standard is $12.5 Million. FISC Norfolk Det Philadelphia intends to purchase a Voice/IP Telephone System, utilizing existing multimode fiber optic cabling on the Naval Support Unit, Saratoga Springs, NY, complex. This system will connect 6 buildings to a projected T-1 Circuit. This circuit will be located and maintained in BLDG 103 as well as a remotes location The system should allow for paging to all stations, voicemail, and call forwarding. The system shall be maintained by a single Pentium IV system and provided with administrator rights. Quotation should include an onsite visit with the IT Manager and on-site procurement personnel. Training is required for approximately 50-60 general users and one administrator. Training should include the use of all features and setup capability. Administrator training should include all general user training as well as maintenance requirements, general troubleshooting and move/add procedures. Warranty and service shall be included in this quote with a minimal one year Parts and Labor. The warranty should also include service call responses within 24 hours of request. This system will be separate from the existing network and should not interfere with the data systems currently onboard. Award of a firm fixed price contract is contemplated. The Purchase of the Base Telephone System includes parts, labor/installation and training. The components and quantity of each component is listed below: CLIN 0001 - Chasis (1 ea), CLIN 0002 - Call Processor 200 Port (1 ea), CLIN 0003 - 4400 Switches 24-Port (2 ea), CLIN 0004 - 4400 Switches 48-Port (1 ea), CLIN 0005 - 4400 19bTX Fiber/Mod (4 ea), CLIN 0006 - T1 Trunk Module (1 ea), CLIN 0007 - 4-Port Analog Trunk Modules (2 ea), CLIN 0008 - Analog 4-Port Stations (5 ea), CLIN 0009 - 18-Button Sets Hub (50 ea), CLIN 0010 - Attend Console Add-Ons (5 ea), CLIN 0011 - Conference Station (1 ea), CLIN 0012 - Conference License (5 ea), CLIN 0013 - Wall-Mount Brackets (3 ea), CLIN 0014 - Self-Power 12-Port (2 ea), CLIN 0015 - Self-Power 24-Port (2 ea), CLIN 0016 - Self-Power Dongle 12-Pk (6 ea), CLIN 0017 - IP on the Fly (1 ea), CLIN 0018 - VoiceMail Upgrade 4-Port 4-Hour (1 ea), CLIN 0019 - VoiceMail Upgrade 4/4 12/80 (1 ea), CLIN 0020 - Racks (3 ea), CLIN 0021 - Forward (1 ea), CLIN 0022 - Generic Racks (2 ea), CLIN 0023 - PowerFailure Jacks (1 LOT), CLIN 0024 - Connecting Blocks and Jacks (1 LOT), CLIN 0025 - Necessary Wiring (1 LOT), CLIN 0026 ? Installation (1 LOT), and CLIN 0027 - Training (1 LOT). Delivery will be FOB Destination and all transportation charges paid by the Contractor to the Naval Support Unit. Inspection and Acceptance shall be performed at destination by the receiving activity, Naval Support Unit Saratoga Springs, NY. The provisions and clauses incorporated into this document are those in effect through Federal Acquisition Circular 2001-15.
