- The Department of Homeland Security (DHS), Customs and Border Protection, 11840 South La Cienega Boulevard, Hawthorne, California, intends to procure kennel service for up to fifteen (15) of the DHS canines at the Los Angeles International Airport. Submit faxed quotations to "Purchasing Section", at (612) 370-2236, Attention Joanne Mann. QUOTATIONS ARE DUE AUGUST 22, 2003, BY 10:00 A.M. Local time. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation document incorporates provisions and clauses which are in effect through Federal Acquisition Circular 01-15. Applicable FAR clauses are incorporated by reference: Prompt Payment 52.249-1 (4/84); Fixed price 52.243-1 (8/87); Instructions to Offerors-Commercial Items 52.212-1; Offeror Representations and Certifications 52.212-3; Contract Terms and Conditions - Commercial Items 52-212-4; Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items 52.212-5. All responsible sources may submit a quotation for consideration. All offers must be signed. Offers must submit quotes on the basis of price per dog per month $ __________________________ Offers should include: Business Name: _________________________________________________________________ Business Address: ________________________________________________________________ Tax Payer Identification # ____________________________, DUNS number ___________________ Business size: __________________ SPECIFICATIONS: BOARDING FACILITY SHALL: 1. Separate healthy dogs from non-healthy dogs by maintaining an area to quarantine non-healthy dogs. 2. Maintain a properly ventilated facility. 3. Provide emergency care, or transport dog(s) to an emergency clinic. 4. Maintain 60-80 degrees F in the facility year round. 5. Maintain feeding schedules as directed by the canine officer. 6. Provide in-house grooming service or an area where the canine officer can groom the dog. 7. Allow AIP K9 Officers 24-hour access to the kennel. 8. Provide timely and accurate communication to canine officers as to the condition of the AIP canine. 9. Meet minimum requirements of the Animal Welfare Act (AWE) for primary residence. The AWE determines the minimum amount of floor space per animal by the following: (Measurement in inches, from the tip of the dog's nose to the base of its tail +6"), 144 inches. 10. Maintain well-kept grounds free of tall grasses, overgrown shrubbery, and fallen leaves and plant debris. 11. Provide runs that: A) Are escape-proof with fencing on top and a secure latch; B) Have concrete floors; C) Have good drainage, no puddles; D) Have a solid, impervious barrier preventing physical contact with other dogs to prevent cross contamination. 12. Provide good security that: A) Can be accessed only by a key after hours; B) Prevents dogs from digging out or jumping or climbing over fences. 13. Have a clean and sanitary facility that: A) Smells and appears clean; B) Stores food in a dry, clean place; C) Is free of rodent droppings; D) free of poison baits or toxic material accessible to animals; E) Is clean and sanitized daily. Sanitizing agents must be Government approved. 14. The kitchen or food preparation area will: A) Be kept as clean as possible; B) Have employees wash their hands prior to food preparation; C) Clean utensils immediately after preparing food; D) If canned foods are being fed for a special diet, clean the can opener after each use; E) Maintain disinfectant procedures in the food preparation area. 15. Feces Maintenance: A) AIP canines will have priority cleaning schedules. The kennel will clean the Cargo Crew kennels prior to cleaning other kennels on a routine basis. B) Stool will be removed from the runs as often as necessary. C) Cargo Crew canines will not be placed in temporary holding cages with feces from other canines. 16. The kennels shall: A) Be kept sanitary at all times; B) Be maintained in a good state of repair; C) Be periodically disinfected by using products labeled for kennel use. D) Be kept free of refuse and garbage that could attract rats and insects; E) Use mosquito control measures in areas as needed in and around kennel. 17. The kennel shall provide the following services to the AIP canines: A) Two baths per month. B) One anal expression per month; C) Two sessions of grass play time per day, which must take place in a fully enclosed exercise yard. AIP canines should not be exercised with other dogs 18. The kennel shall provide adequate parking for pickup and return of detector dogs.
