- This is a combined synopsis/solicitation for Commercial Items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This notice constitutes the only solicitation; price quotes are being requested and a written solicitation will not be issued. This solicitation, DTCG81-03-Q-35084, is issued as a Request For Quotation (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. Federal Acquisition Regulation (FAR) clauses and provisions are available via internet address: http://www.arnet.gov/far/. This acquisition is 100% set-aside for small business concerns. The North American Industry Classification System (NAICS) is 423120 and Small Business Size Standard is 500 employees. Item Description: Transportable Multi-Mission Communications Central (TMMIC) Repair. The contractor is required to be registered with DOT. Rust-proofing, priming and painting to current industry standards. The scope of work for this task order shall consist of the effort to repair the TMMIC trailer located at the CAMSLANT Chesapeake, VA. When the repairs are complete, the contractor will certify the trailer to a Gross Vehicle Weight (GVW OF 18.000 LBS, verify that the trailer tows correctly, can be loaded on a Coast Guard C-130 CG Aircraft, and all equipment is properly secured to the trailer. Task A: Replacement of TMMIC Trailer. The contractor will transport the TMMIC trailer to a repair facility from CAMSLANT. The contractor will replace the existing trailer frame with a newly constructed trailer frame that retains the original functionality. The height and width of the new construction will match the exact size of the existing trailer. The length of the new trailer will be 12 inches longer than the existing trailer in the load area. The dimensions of the existing trailer is 15? 4? (l) X 8? 0? (w), X 3? 1? (h). The contractor will prime, rustproof and paint the trailer using the two stage urethane paint process that meets current industry standards. The contractor will reuse brakes, axels, and tow assemblies from existing trailer. The contractor shall repair/replace bent front sway bar and tongue. The contractor will install DOT approved 4000R LED lights. The contractor will remove remaining equipment on existing trailer and reinstall on new trailer. The contractor dispose of carcass and any other consumables in accordance with all applicable local, state and federal laws. The contractor will transport new trailer to USCG CAMSLANT, Chesapeake, VA. Acceptance of work will be base on the trailer?s ability to tow straight, be certified at 18,00o lbs, and able to be loaded on a Coast Guard C-130 CG Aircraft. Prior to final acceptance, the trailer will be test fitted on a C-130 Aircraft at CG Air Station Elizabeth City, NC. The CG will be responsible to performing this test. The contractor may provide a representative to witness the test. Place of Acceptance: Destination. USCG CAMSLANT, 4720 Douglas A. Munro Rd, Chesapeake, VA 23322. Required Delivery Date is September 16, 2003. If quotes are not FOB Destination, indicate Point Of Origin and shipping/freight cost. Federal Acquisition Regulation (FAR) Provisions that applies to this RFQ: 52.212-1, Instruction to Offerors-Commercial Items (Oct 2000), 52.212-2, Evaluation-Commercial Items (Jan 1999), and 52.215-5, Facsimile Proposals (Oct 1997). The Government will award a contract resulting from this solicitation to the responsive, responsible offeror whose offer conforms to the solicitation and most advantageous to the Government, price and delivery time factors considered. FAR Clause 52.212-3, Offeror?s Representations and Certifications ? Commercial Items (May 2001) MUST AND SHALL be completed and submitted with the RFQ?s. NO CONSIDERATION WILL BE GIVEN TO QUOTES LACKING THIS AND ANY OTHER INFORMATION SET FORTH IN THIS SOLICITATION. FAR Clause that applies to this RFQ: 52.232-8, Discount for Prompt Payment (May 1997).
