- SUBJECT: PERFORMANCE DECISION OF A STREAMLINED COMPETITION STUDY UNDER OMB CIRCULAR A-76, OF THE HEALTH RESOURCES AND SERVICES ADMINISTRATION (HRSA) INDEPENDENT GRANTS REVIEW FUNCTION Pursuant to OMB Circular A-76, on June 25, 2003 public notification was made to announce the streamlined competition study of HRSA?s Independent Grants Review function. On August 5, 2003, the streamlined competition form (SLCF) was certified (the Program Manager of this Activity reviewed the (SLCF), indicating the study?s completion. Under this formal notification, the Contracting Officer announces the performance decision that the functions and operations of HRSA?s Independent Grants Review function should remain in-house (performance by the incumbent Government personnel totaling 5 FTEs). Based on this decision, the Contracting Officer will execute a letter of obligation with the Program Manager of the Performing activity. In accordance with the revised OMB Circular A-76, dated May 29, 2003, no party may contest any aspect of this streamlined competition.
