Description
This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). Submit only written quotations for RFQ F23606-03-Q -0021. This procurement is restricted for small business. The associated NAICS code is 611420 with a $6.0 million size standard. Whiteman AFB, MO has a requirement for a Network Training Class Instructor. The following Statement of Work applies: STATEMENT OF WORK 1.0 General. Network Training Class (NTC) Instructor 1.1 Introduction. This instructor provides instruction for Workgroup Manager (WM) certification classes. 1.2 Background. This class covers 'application' versus 'theory'. Therefore, the instructor must be someone with a strong computer application background. A+ certification for software/hardware support is desired. 1.3 Contract Type. Purchase Order with potential options 1.4 Place of Performance. All instruction will take place in the base education facility (building 145). 1.5 Period of Performance. The contractual obligation for the instructor to teach the required curriculum will be one (1) year with potential options. 1.6 Privacy Act. Work on this project may require that personnel have access to Privacy Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations. 1.7 Points of Contact 509 CONS/LGCB (660) 687-5415 John Moskwa Lt Nathan Hogan 2.0 Government Furnished Items. 2.1 Facilities, Workstations and Supplies. The government shall provide the classroom space in which to conduct the class. Also, there are 25 student workstations and one instructor workstation in the classroom. This training occurs in rooms 115 and 117 in the base education facility (building 145). The government shall also supply all the required materials for presentation of the lesson e.g. paper, white board markers. 2.2 Information and Services. The government will provide the classroom with NIPRNet access as well as its own training domain. All personnel are required to pass a government Security Awareness Training and Education (SATE) test to operate a government computer terminal. The instructor will also be required to have aNational Agency Check (NAC) clearance. AFI 31-501, Personnel Security, Paragraph 3.27 and Attachment 3, Table 3.2, Rule 8, requires all military and DoD contractors with access to DoD systems or components have a completed NAC to access/use DoD ADP equipment. 3.0 Specific Requirements 3.1 Curriculum. The instructor will follow the Air Force Communications Agency (AFCA) Workgroup Management Course syllabus (attached) to provide the required instruction for our WM students. Classes shall take place once per month, during the second full week of the month, for a five (5) consectutive day period. Classes during this time shall be eight (8) hours per day. 3.3 Travel. The government incurs no travel expenses for commuting to Whiteman AFB. 3.3 Procedures for Payment. The contractor shall invoice monthly. Should the contractor miss a class, he should not invoice for that month. All makeup classes shall be coordinated through 509 Communications Squadron. What is A+ Certification The A+ Certification is an internationally recognized course that teaches hardware and software skills. It is developed directly from the COMPTIA A+ and reflects the type of skills that are needed to excel in the role of a Computer Support Professional. You will learn the following A+ Certification concepts and skills: Core Hardware * Installation, configuration, and upgrading * Motherboard, processors, and memory * Printers and portable computers * Diagnosis and troubleshooting * Basic networking and telecommunications * Safety and preventive maintenance Operating System Technologies * Fundamentals-including structure and functions for Windows 9X and Windows 2000 * File, directory, and disk management * Installation, configuration, and upgrading * Application device drivers and Windows-based utilities * Diagnosis and troubleshooting * Internet access and network connectivity Networking Technology * Basic network structure * Physical layer components, such as network cards and hubs * Datalink layer bridges and IEEE 802 specs * Network layer protocols * Transport layer functions, including name resolution * TCP/IP fundamentals-protocols, addressing, configuration * TCP/IP utilities, such as Telnet and FTP * Remote connectivity * Security-from encryption to firewalls Networking Practices * Network planning and installation * Everyday maintenance-backups, patches, virus protection * Troubleshooting scenarios, tools, and tactics Proposal shall include a delivery schedule. The following FAR Provisions and Clauses are applicable to this procurement. FAR 52.212-1, Instructions to Offerors-Commercial Items is hereby incorporated by reference. Solicitation provision at FAR 52.212-2, Evaluation-Commercial Items, is hereby incorporated by reference. The Government will award a Purchase Order resulting from this solicitation to the responsible offeror that is most advantageous to the government. The following factors will be evaluated: technical capability of item being proposed, price, and delivery schedule in compliance with the requirements of this solicitation with price being the most significant factor. Offerors are reminded to include a completed copy of the provision at 52.212-3, Offerors Representations and Certifications Commercial Items and 252.212-7000, Offeror Representations and Certification Items with its offer.
