- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. SOLICITATION NUMBER SSA-RFQ-03-5000-AP IS BEING ISSUED AS A REQUEST FOR QUOTATION (RFQ) USING SIMPLIFIED ACQUISITION PROCEDURES. This acquisition is not set aside for small businesses. The NAICS code is 423430 and the related small business standard size is 100 employees. The Social Security Administration has a requirement for (a) the lease to purchase 7110 MIPS license for Mainstar?s software product ?Catalog Recovery Plus? inclusive of maintenance for the period of (10-01-03 through 09-30-04) with 4 optional years of maintenance and (b) The additional purchase of MIPS during the base year and 4 option years. The software will be installed at the Social Security Administration, National Computer Center, Woodlawn, MD 21207 on 4 IBM z/900 systems. In accordance with FAR 13.106-1(b)(1), the Government intends to negotiate solely with Mainstar and its authorized resellers. The vendor shall deliver all items FOB Destination. The provisions at 52.212-1, Instructions to Offerors-Commercial Items, apply to this acquisition. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price, past performance, and other factors considered. The clause at 52.212-4 Contract Terms and Conditions?Commercial Items applies to this acquisition. Additionally, the clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items, including: (b)(13), (b)(14), (b)(15), (b)(16), (b)(17), (b)(18), (b)(19), (b)(22), (b)(24), (b)(30), applies to this acquisition. In addition to a written quotation, a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items which may be downloaded from http://www.arnet.gov/far/loadmain52.html, shall be submitted with your offer.
