Description
Education Advisor (i) This synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a request for quote (RFQ). Submit written offers (oral offers will not be accepted). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14. (iv) This procurement is being issued as a 100% small business set-aside. The North American Industry Classification System (NAICS) code is 54199 with a small business size standard of $5.0 million. (v) This combined synopsis and solicitation is for the following commercial items: CLIN 0001- Education Advisor (vi) Statement of Work 1. DESCRIPTION OF AGREEMENT: The contractor shall furnish the following services according to the EDUCATION ADVISOR STATEMENT OF WORK. A. Description of Work. The contractor shall furnish a minimum service for one unit, which will be the conduct of advisement sessions and other duties in the Service Delivery Summary listed below. The education services officer is (ESO) is responsible for assuring that appointments for advisement are scheduled for the contractor. A unit of service will consist of a four-hour block of time between the hours of 0730-1630, mutually agreed on between the education services officer and the contractor. A standing call for services is hereby established as Monday – Friday, excluding legal holidays. The starting time each day will be established by the ESO based on requirements. This standing call is adjustable through mutual agreement between the contractor and the ESO. The education services officer will provide at least 24 hours notice to the contractor if services are not required on a particular day. Except in the case of unexpected illness or other emergency, the contractor will provide 24 hours notice of inability to provide service. Such instances are expected not to exceed 3 absences during the course of the contract. Individual will not be paid for referenced absences. Contractor will be provided access to the base (if required), and the Government will provide all necessary equipment to conduct the work. Government provided equipment includes, but is not limited to, furnished office space, computer hardware and software to fulfill the duties, office supplies and equipment. B. SERVICE DELIVERY SUMMARY: (a) Advises on all aspects of the Community College of the Air Force associate of applied science program. Assists students with required paperwork. Assists with CCAF graduation preparation. (b) Advises personnel on the Defense Activity For Non-Traditional Education Support (DANTES) examination program and independent study courses available through DANTES. (c) Advises personnel on ECI procedures. (d) Advises and assists military personnel desiring to attend college with course selection and preparation of AF Form 1227. (e) Serves as general education advisor providing information on all educational programs in the area ranging from high school through graduate level. (f) Advises active duty members on commissioning opportunities and assists clients in preparation of application packages. (g) Provides updates to staff members concerning policy changes to education or training programs such as CCAF, ECI, PME schools, commissioning programs, etc. (h) Maintains necessary records to document advisement services and provide necessary reports. (i) Responsible for any minor typing (word processing) and record filing associated with the above duties. C. JOB QUALIFICATIONS: (a) Contractor shall have a bachelor’s degree (in Education or a related subject matter area) from a regionally accredited college or university, as evidenced by transcripts. Contractor must meet education requirements of the Office of Personnel Management Handbook X-118 1740 Series for Education Specialists, located at the Civilian Personnel Office. (b) It is preferable that the contractor has at least six (6) months experience in a military educational setting. (c) Computer application skills are desirable. (vii) A unit of service will consist of a four-hour block of time between the hours of 0730-1630, mutually agreed on between the education services officer and the contractor. A standing call for services is hereby established as Monday – Friday, excluding legal holidays. (viii) The following provisions and clause apply to this acquisition: The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. (ix) Quotes will be evaluated on price related factors and qualifications per statement of work. (ix) The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, the offeror must include a completed copy of this provision with their offer. (x) The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this solicitation. (xi) The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this solicitation. Specifically, the following clauses cited are applicable: FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era and Other Eligible Veterans; FAR 52.222-36, Affirmative Action for Workers with Disabilities; FAR 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era and Other Eligible Veterans; 52.222-19, Child Labor--Cooperation with Authorities and Remedies; 52.225-3, Buy America Act--North American Free Trade Agreement--Israeli Trade Act, Alternate I; 52.225-13, Restriction on Certain Foreign Purchases; 52.225-15, Sanctioned European Union Country End Products; 52.232-33, Payment by Electronic Funds Transfer--Central Contractor Registration. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders applicable to Defense Acquisition of Commercial Items, applies to this solicitation. Specifically, the following clauses cited are applicable: DFARS 252.225- 7001, Buy American Act and Balance of Payment Program; 252.225-7016, Restriction on Acquisition of Ball and Roller Bearings, Alternate I; 252.225-7036, Buy America Act--North Free Trade Agreement Implementation Act--Balance of Payment Program, Alternate I; 252.232-7003, Electronic Submission of Payment Requests; 52.211-6, Brand Name or Equal; 252.243-7002, Certification of Requests for Equitable Adjustment. Also, the clause at FAR 52.224-1, Privacy Act Notification and FAR 52.224-2, Privacy Act, applies to this solicitation. (xii) All firms or individuals responding must be registered with the Central Contractor Registration (CCR), http://www.ccr.gov/. The Government reserves the right to award on a multiple award or an all or none basis. (xiv) A statement regarding the Defense Priorities and Allocations System (DPAS) and assigned rating, if applicable. (xv) A statement regarding any applicable Numbered Notes. (old CBD requirement) (xiii) Quotes are required to be received no later than 12:00 PM MST, Monday, August 22, 2003.
