- Description
- The incumbent will be a key member of USAID/G-CAP SO 5 Team (Regional Trade and Investment Program) and serve as the Mission?s senior trade and investment expert and advisor responsible for coordinating strategic planning and providing advice on issues related to all aspects of free trade and investment policies.The incumbent will supervise the implementation of activities that support TCB strategies of the C.A. countries during the implementation and transition period to free trade under CAFTA. Activities will include both private and public sector and will support the countries? efforts to resolve trade and investment concerns in the practical implementation of CAFTA . The incumbent will contribute to strategic planning, activity design and implementation, impact monitoring, periodic review of field activities, and liaison with regional partners and providing technical assistance to USAID bilateral missions. ? Serve as USAID/G-CAP senior technical expert on trade and investment issues, providing advice on a wide range of trade and investment topics related to trade agreements, and compliance with those agreements. ? Design and oversee the successful implementation of TCB and investment promotion activities in Central America and other countries within USAID/G-CAP?s responsibilities under PROALCA II Project and related activities managed by the office, in order to support the successful negotiation, ratification and implementation of CAFTA. ? Apply high level and state of the art knowledge and techniques of trade issues relating trade agreements and investment, including labor, environment and regional integration issues affecting the success of free trade in the region. ? Monitor and analyze upcoming trade negotiations, trade meetings and events, economic and political factors influencing these trade discussions and the topics that will be discussed in the Latin America and the Caribbean region. ? Identify and provide advice and assistance to resolve key bottlenecks that impact on trade and investment development (regulations, processes, trade negotiations, intellectual property rights, custom offices, phytosanitary procedures, etc). Identify and apply technical assistance and other resources to resolve these and other bottlenecks. ? Design and implement strategies, programs and activities to reach out to private sector groups interested in or affected by free trade policies, negotiations and agreements and educate them about these subjects. ? Design and implement mechanisms to actively solicit and receive feedback about trade issues from key private and public sector leaders and representatives, political scientists, economists and other experts, Central American USAID Missions and US Embassies in the region. ? Identify, plan and implement high priority and strategically important TCB activities for a timely response to requests from the C.A. governments, US Missions and private sectors groups to address constraints critical to successful trade negotiations and the application of free trade policies. Analyze and provide expert recommendations on the costs, timing and options for delivering activities. ? Provide expert analysis and concise information regarding trade policies and trade agreements, especially CAFTA and FTAA negotiations and USAID support for those agreements, to senior USAID Mission and headquarters management (principally USAID/G-CAP, bilateral USAID missions and LAC/W management), USG Missions and country teams in Central America, and other US Government officials in Washington. ? Establish, maintain and manage sensitive, high-level relationships with national government entities, private sector and non-government organizations and regional institutions. ? Liaise with and provide expert trade policy advice and assistance to Central American trade authorities and private sector officials at the vice ministerial and senior technical. ? Represent USAID/G-CAP with senior regional and national authorities, other USG agencies and private business leaders on trade and investment issues. Under the overall policy direction of the Mission, brief trade ministers, senior USG trade officials and other officials on technical aspects of program and implementation status. ? Take the lead for USAID/G-CAP in responding to USAID/W requests for program and activity information in the above-mentioned areas. ? Provide input to Embassy cables on trade and investment developments and policy analysis. ? Draft and otherwise prepare USAID program design, implementation and reporting documentation required to successfully implement PROALCA II and other USAID/G-CAP trade and investment related assistance programs. ? Prepare reports and other deliverables on trade and investment relevant issues as needed. ? Identify possible additional sources and opportunities for trade and investment related technical assistance, particularly from multilateral institutions (the World Bank, WTO, etc.) and the U.S. private sector and, as directed by USAID carry out necessary donor coordination. ? Perform other duties as requested by the Office Chief. ? Serve as Acting Chief in the absence of the Office Chief. Results from these activities must ultimately contribute to the achievement of the Strategic Objective. The incumbent will report to the Chief of Trade and Economic Analysis (TEA) Office who will be responsible for reviewing and approving the Contractor?s work plans and performance measures and establishing deadlines. In carrying out specific assignments, the Contractor will work closely with other SO Teams. Minimum Qualifications: 1. Education: MBA or equivalent in a trade and/or an investment related field such as Economics, Law or Political Science, with emphasis in trade and economic development, is required. A Ph.D. degree is desirable, as are specific advanced degrees or courses in trade policy or law. 2. Language Skills Excellent oral and written English and Spanish communication skills are essential, with an equivalent to an FSI Score of 4-4 for Spanish required. 3. Abilities and Skills: Demonstrated hands-on experience in free trade agreement negotiations and policy-making in trade and investment issues in the areas of industry, services, government procurement and others. An adequate understanding of Central American economic integration and development problems. The incumbent must be well versed in strategic planning, program development, design, implementation and monitoring and evaluation requirements. Demonstrated writing, presentation (verbal and written) and facilitation skills are required. Demonstrated team management and leadership skills and in depth knowledge in trade policy, trade negotiations and related areas are also required. 4. Experience: Must be a recognized high-level professional with demonstrated expertise in areas related to international trade and investment based on his/her technical, managerial and interpersonal skills and ability to negotiate with top representatives of the public and private sectors, sensitive program and policy issues. Especially, the incumbent must have experience on identifying the areas of Free Trade Agreements applicable to the private sector and/or related with openness to investment. A minimum of eight years of increasing responsibility in an advisory capacity particularly in activities aimed at trade related capacity building in developing countries. Knowledge and/or work experience in development organizations is preferred. A minimum ten years overall experience in developing countries of which four years in the Latin American and Caribbean region with experience in Central America preferred.
