Description
It is the intent of the National Library of Medicine (NLM) to procure professional services on a sole source basis from Margaret Kubale, Cincinnati, Ohio, for the period September 30, 2003 to September 29, 2004. The contractor shall furnish professional research and writing services as required by the Editor to: 1) Draft commentary, editorials, and columns. 2) Edit, rewrite, and reorder manuscripts submitted by contributors in order to render them suitable for publication. 3) Advise the Journal staff on the suitability of submitted manuscripts for the Journal?s readership. 4) Assist in decision making regarding formatting of the journal. 5) Work with the Journal?s partners, contractors and Publisher. Margaret Kubale is uniquely qualified to complete this award based on experience and her expertise. The named expert was a principal developer of the Journal?s current style. She is familiar with process which she helped established over the last year. Also during the past year, she has worked closely with the Journal?s design and layout contractor (CCSI) and the Publisher (Oxford University Press) and has a thorough working knowledge of how those two entities process the Journal?s work. The named expert is an accomplished writer, with an exceptional ability to listen well and summarize clearly and logically what she has heard. She has an especially sensitive and rare ability to change her writing style to fit the tonal qualities of the speaker, the audience, and the forum, a particularly important skill for the assignments she will be given. She has worked with the governmental agencies, private sectors health care facilities, and clinical trial research laboratories, and she understands the issues, dynamics, and complexities of public process, policy and needs. Her business is local, so she is able to consult in person with the Editor in Cincinnati. The cost of these services is reasonable and in line with services available in the Cincinnati area. The proposed acquisition will be procured under FAR Part 13 ? Simplified Acquisitions. This is not a Request for Quotation (RFQ), nor is an RFQ available, however, all responsive sources may submit a proposal in a timely manner in which will be considered by NLM. Firms interested in responding to the notice must be able to provide the referenced services as specified above. Responses must be in writing and must be received in the office within fifteen (15) calendar days from the publication date of this notice. Proposal must include pricing information.
