- Description
- NASA/JSC has a requirement for a single unit of the 810 system used for fatigue and fracture mechanics testing of materials. The unit is required for integration with a new FTA-ADwin data acquisition and control system and a new FRACTOMAT crack measurement system. NASA/JSC intends to purchase the items from MTS Systems Corporation, in accordance with Federal Acquisition Regulation 6.302-1. The justification for the single source and for duplicating the existing three test systems is that a change in any of the three listed components of the new system would result in significant impacts-primarily in the training of technicians, hardware maintenance and repairs, needed revisions of software, and testing capability. These expenses could not be recaptured through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 08/22/03. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All resposible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
