- NASA/JSC has a requirement for a Micro-WIS Carbon Dioxide Monitoring System with the following requirements: *Solid state electrochemical carbon dioxide sensing *Variable sampling rate to 1 sample/hour *Accuracy: 0.1% from 0.3% to 4% CO2 concentration *Power: 0.5 W maximum *Size: less than or equal to 8in3 *Batteries shall be replacable *Integration with Extended Life Micro-Wireless Instrumentation System: o Wireless data transmission via RF to receiver for data logging (916.5 MHz ISM band) o 2048 KB non-volatile memory o RFM TR-1000 transceiver o MicroRF protocol NASA/JSC intends to purchase the items from Invocon, Inc in accordance with Federal Acquisition Regulation 6.302-1. Invocon, Inc. is the manufacturer of the current Micro-WIS system and, therefore, substantial duplication of cost to the Government would not be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 26, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
