- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; a written solicitation will not be issued. Request for Quotation (RFQ) # 127115 is being conducted as 100% Small Business set-aside under the procedures of Part 12 and 13, (test program) This solicitation is being conducted under the Simplified Acquisition Procedures (SAP). The North American Industry Classification System (NAIC) Code for this acquisition is 334119. The size standard for NAICS code is 500 employees. The solicitation will be distributed solely through the General Services Administration?s Federal Business Opportunities web site http://fedbizops.gov/. The site provides downloading instructions. All future information about this acquisition including solicitation amendments, will also be distributed solely through this site. These items are need for camera comparison data needed in support of aiding examinations of digital images. This is a request for competitive quotes and only compliant quotes received within (15) fifteen days after date of publication will be considered by the government. Delivery of the items shall be 30 days after receipt of order. The delivery shall be FOB Destination FBI Academy, Quantico, Va 22135. All quotes shall be submitted to the attention of Mr. Duane McClary, Contracting Officer, Engineering Research Facility, RFQ 127115, Building 27958A, Quantico, Virginia 22135 by 2:00 PM, EDT, 9/05/2003. Proposals may be faxed to the following facsimile number: (703) 632-6103. The RFQ incorporates provisions and clauses that are in effect thorough Federal Acquisition Circular 2001-15. FAR Clause 52.212-1, Instructions to Offerors (July 2003)FAR Clauses 52-212-4, Contract Terms and Conditions (FEB 2002) and addendums are incorporated into this solicitation. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes and Executive Orders (June 2003), Subsection (a),(b),(d) and (e) apply. ADDENDUM to 52.212-1, Modify: (b) Submission from offer(s) is to read as follows: "Submit signed and dated offer(s) to the attention of Mr. Duane McClary, Contracting Officer, at FBI, RFQ-127115, Engineering Research Facility, Building 27958A, Quantico, VA 22135. Clause 52.212-4, add 52.233-2-Service of Protest (AUG 1996); 52-215-5 Facsimile Proposals (OCT 1997) Department of Justice (DOJ), Justice Acquisition Regulation (JAR) Clauses, 2852.233-70 Protests Filed Directly with the Department of Justice (JAN 1998); and 2852.201-70-Contracting Officer's Technical Representative (COTR) (JAN 1985). Mr. Anthony Baumann, Chief Contracting Officer, Federal Bureau of Investigation, 935 Pennsylvania Ave., NW Washington, DC 20535-0001, shall serve as the FBI's Contact in accordance with 52-233-3 Protest After Award. Addendum to Clause 52-252-5 Authroized Deviations in clauses (APR 1984), is incorporated by reference and applies to FAR 9.104-1. Clause 52.212-3, Offeror Representations and Certifications (June 2003) and applies to this acquisition. Each offer shall include a completed copy of 52.212-3 with their quote. Clause 52.212-2, Evaluation-Commercial Item (JAN 1999) is incorporated by reference and applies to this acquisition. ADDENDUM to 52.212-2(a)--Award will be based on best price to the government. The evaluation of this RFQ will be in accordance with Part 12, 13, and 15 of the FAR. The following factor shall be used to evaluate offers: Price. Multiple awards may be issued if it is in the best interest to the Government. Offerors must acquaint themselves with the new regulations concerning Commercial Item acquisition contained in FAR Subpart 12 and must ensure that all Representations and Certifications (located on the Internet) are executed and returned as required in this synopsis/solicitation.
