- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. This solicitation number is F26600-03-Q-A089 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR) 12 and 13. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2001-04. THIS SOLICITATION IS 100% SET-ASIDE FOR SMALL BUSINESS. The Standard Industry Classification (SIC) for this solicitation is 3715 and the North American Industry Classification System (NAICS) is 336212. Based on the size standard for small business of 500 employees. Award will be made on or about 03 Sep 03. Contractor shall furnish all personnel, labor, materials, and supplies necessary to provide two (2) ? 28 foot long by 8 ? foot wide cargo trailer with 10,000 lbs GVWR. The trailer, at a minimum, shall include the following requirements: 1. A 3 piece frame with a 2 5/16 top mounted coupler with a replaceable locking dog assembly, be completely DOT approved for lighting and safety devices, chassis shall be fully undercoated, tandem axle assembly with drums and a minimum of 12 inch electric brakes. 2. The exterior shall have a 36-inch high aluminum stone guard. A DOT approved frame mounted battery breakaway set up, to include a mounting bracket, cover, and battery ?charge? indicator with diode isolation. 3. There shall be a 36-inch side entry door with a right hand hinge, located on the right hand side in front of the wheels, and a minimum rear door opening of 90 inches x 68 inches with double doors. 4. The sidewalls shall include 2 windows (one each side) with a minimum opening of 30 inches by 26 inches, tinted glass with a horizontal slider window assembly. 5. The floor should include 10 flush mounted d-ring type tie downs, located approximately 1 foot from the front and rear walls and spaced approximately 5 feet apart (2 rows). 6. The interior shall be completely insulated including the ceiling. 7. The interior shall have a horizontal track for securing cargo located 4 feet from finished floor on both sides. 8. The electrical package should include, at a minimum, a 50 amp 120/240 volt service panel with a 50 amp main breaker. The breaker shall have a 25 foot (minimum) shoreline, to include a manual transfer wired to ensure end of shoreline matches receptacle, and have a locking cable hatch. 9. The trailer should have a minimum of 2 dome lights with a control switch located near the entrance doors. 4 ? 48 inch double fluorescent light fixture with diffuser covers. There are to be 4 ? 15 amp duplex GFI 120 volt wall receptacles and 2 ? 500 watt recessed quartz floodlights that include a 120 volt receptacle mounted to the exterior of the trailer. The exterior shall also include 2 - 15 amp 120 volt GFI duplex receptacles (weather tight). 10. Each trailer shall have a minimum of 15K BTU air conditioner with a minimum 5K BTU heat strip running off 120 volt shall be roof mounted. A crank up roof vent with a minimum opening of 14 inches x 14 inches. 11. One trailer shall be equipped with a 7kw commercial gas generator ? 110 volt with a 10-foot remote harness and a minimum of 2-year warranty. 12. The other trailer shall be equipped with a 10kw commercial diesel generator ? 110 volt with a 25-foot remote harness and a minimum of 2-year warranty. ALL QUANTITIES LISTED ARE TO BE INCLUDED ON EACH TRAILER. Delivery shall be no later than 30 September 2003 Price quoted shall be FOB Destination . Offerors must include with their quotations: a completed copy of provisions 52.212-3, Offeror Representations and Certifications--Commercial Items (attachment 1) This combine synopsis/solicitation (along with any attachments) will be posed on the Federal Government Electronic Posting Systems (EPS) site, http://eps.gov. Amendments will be posted on the affected solicitation page EPS site. It is the offeror?s responsibility to monitor this site for the release of amendments (if any).
