- NA POC: Brian Brobson, Tel: 540-665-3673, Fax: 540-665-4041, A.Brian.Brobson@tac01.usace.army.mil DESC: This announcement is for the purpose of a Pre-solicitation Notice to (1) United States firms and (2) joint ventures between U.S. and foreign firms, interested in submitting an offer to provide logistical support and temporary construction to the Un ited States (U.S.) forces involved in Operation Joint Forge (OJF) and Operation Joint Guardian (OJG) in the Balkans, as well as such support for any other future operation within the United States Army, Europe (USAREUR) Area of Responsibility (AOR) that ma y be deemed necessary. PROJECT SCOPE: The total estimated costs for logistics sustainment of the current Joint Forge/Joint Guardian area of operations (AO) is $1.25 billion for the base period and four one year option periods. The specific goal of the USAREUR Support Contract is to enhance the operational readiness of the deployed U.S. Army Europe troops by providing all necessary logistics support, temporary construction, and associated services not only for the OJF and OJG missions (which are currently taking place in Hungary , Bosnia, Kosovo, and Macedonia), but also for future operations in the USAREUR AOR (which currently consists of 94 countries). The scope of work defines logistic services as: supplies, services, transportation, facilities and maintenance. The successfu l contractor will have a management plan that addresses all relevant logistics requirements and temporary construction necessary to support the in-place troops in the Balkans. USAREUR and deploying commands may also task the contractor to support troop mo vement from other locations to areas within the USAREUR AOR. ADDITIONAL REQUIREMENTS: All otherwise eligible firms shall be licensed to do business currently in the countries of Hungary, Bosnia, Croatia, Kosovo and Macedonia, or shall demonstrate the ability to be licensed at contract award (and shall become license d under the laws and regulations of those countries). The term ??????United States firm?????? means a firm incorporated in the United States that complies with the following: (1) The corporate headquarters are in the United States; (2) The firm has filed corporate and employment tax returns in the U.S. for a minimum of two years, has filed state and federal income tax returns for two years, and has paid any taxes due as a result of these filings; and (3) The firm employs U.S. citizens in key management po sitions. Note that some contractor personnel may be required to hold or be able to obtain up to a Secret security clearance. The prime contractor in joint ventures must be a U.S. firm, with a minimum fifty-one percent (51%) ownership of the joint venture by the prime U.S. firm. All firms responding to this notice and meeting all conditions of this notice will receive a request for proposal. DOCUMENTATION: The Solicitation will be published on the Transatlantic Programs Center (TAC), Internet home page and access provided to all parties who can demonstrate a legitimate interest in receiving the solicitation. A list of prime contractors will also be published on the TAC internet home page after release of the solicitation. SOLICITATION PROCEDURES: The solicitation will be initiated before funds are available. The solicitation will contain FAR clause 52.232-18, Availability of Funds. The contract award will be based upon a best value analysis of proposals. Both a cost pro posal and a technical proposal are required. The Request for Proposal (RFP) will convey complete evaluation criteria. The contract type is an Indefinite Delivery Indefinite Quantity (IDIQ) service contract in accordance with FAR 16.504 and DFARS 237.106( 2), consisting of a base period and four one-year option periods. In accordance with FA R 32.705-1(b), the contract will contain the FAR Clause 52.232.19, Availability of Funds for Next Fiscal Year, since this contract is funded with O&M (annual appropriations) and the contract will cross fiscal years. This contract will contain both Cost P lus Award Fee and Fixed Price elements. ACQUISITION TIME LINE: Tentative date for issuance of the RFP is 24 September 2003. Tentative date for a Preproposal conference is 9 October 2003 to be held at the TAC offices in Winchester, Virginia. Tentative date for a Site Visit in theatre is 16 Octob er 2003. Attendance is recommended. Tentative date for receipt of proposals is 24 November 2003. Tentative contract award date is 12 April 2004.
