Description
This announcement is not a request for proposals. The Bureau of Reclamation Snake River Area Office intends to issue a sole-source contract with the Idaho Department of Water Resources to maintain the return flow collection Program in southern Idaho and in particular the Snake River drainage above Milner Dam. In Idaho, the administration of water is the responsibility of the Idaho Department of Water Resources, (IDWR) and the delivery of water to irrigators is the joint responsibility of the U.S. Bureau of Reclamation and numerous local water delivery organizations (irrigation districts and canal companies) There is no other State agency or private company that possesses the same legal authority on water management in the State of Idaho. IDWR is the primary source in the State of Idaho for Geographic Information System and other digital land use information, including: irrigation system, crop type, water use, water right, climate, soil and other associated data that will be needed to configure models for water resource accounting and planning. The proposed contract will help ensure that water is administered and delivered efficiently by Federal, state, and local water resource organizations. To ensure that water is administered and delivered efficiently water resource organizations need to be able to readily acquire and use a common source of water use data. This contract will allow water managers at the Federal, state and local level increase their ability to account for water use on a daily and seasonal basis. Reclamation coordinates closely with Idaho Department of Water Resources (IDWR) on water management issues and water use information in the State of Idaho. Reclamation needs IDWR water return flow data to be accessible, technically current, and accurate to enable Reclamation to manage the distribution of Federal water supplies in Idaho. These improvements will facilitate efficient water use of the limited state and Federal water supply which will contribute to Reclamation's ability to meet ESA and other Federal environmental laws. The information technologies and approach that will be used in this project have already been developed by Idaho Power and are currently being utilized by IDWR. The benefit to the project of using the information technologies already in place at IDWR is that 1) the project management system is already in place, 2) the database system proposed to be used (Hydromet) is familiar to most water users and represents a common platform for accessing the data, and 3) the investment that IDWR has in its water-right accounting and planning models will further benefit users of those business processes. This program is authorized through the Reclamation Act of June 17, 1902. In addition, IDWR proposes to pay for 50% of the cost of this work. Reclamation intends to negotiate the contract using less than full and open competition procedures. The period of performance of the contract will be contract award through fiscal year 2004. No solicitation is available. Parties who believe they have knowledge of the above return flow data collection issues sufficient to provide maintenance for the return flow data collection program may send an SF 254/255 demonstrating their firm's qualifications to the address listed above.
