Description

Yellowstone National Park has a requirement to supply of 10 transmitting units on collars to be attached to Bison. These units must be able to collect and store GPS coordinate data describing the location of randomly selected bison fitted with these collars. The study animals will be located in the central portion of Yellowstone National Park. The Collar material must be tough enough to withstand the rigors of bison rubbing on trees for 9 to 12 months. The Frequency of data collection needs to be a minimum of 10 relocations per day. The collar must also contain a VHF transmitting unit. They must be fitted with a feature to automatically release the collar to drop on the ground during a specified time period. This announcement will also serve as the solicitation. No other documents will be provided. The offeror is to provide a performance based technical proposal as well as a price. Award will be made through a tradeoff method taking into account the technical proposal and price. The technical proposal is considered significantly more important than price and will be used to determine the contractor's level of capability.
