- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is R58-7MN1-03 and is issued as a request for quotation (RFQ). The NAICS is 334516 Analytical Laboratory Instruments Manufacturing, small business size standard is 500. This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 01-15. The USDA, Agricultural Research Service, Dale Bumpers National Rice Research Center requests the procurement of one Digital Microarray Scanner/DNA Chip Reader “Name Brand or Equal” to a Affymetrix 428 scanner. The scanner will be used in the genomics core facility of the Dale Bumpers National Rice Research Center at Stuttgart, AR. The instrument will complement existing equipment and facilities that support rice molecular biology and genomics research at the center where precision, accuracy, high throughput, and flexibility are essential. Because a large number and diverse group of individuals will be using the system, it must be capable of managing data from different users separately and must be user-friendly. Because this is a rapidly changing field of science, it is essential that we purchase an instrument that will be capable of utilizing and accommodating as many new technologies as possible when they become available. An asterisk (*) next to the specifications of highest priority. Minimum Specifications are as follows: *-Ability to scan three or more user-selectable wavelengths (including those for Cy3 and Cy5 dyes) without changing hardware. This will maximize usable data generated from each micro sample on the microarray chip, and minimize time needed to change instrument configuration. *-Equipped with automatic focus adjustment for slides. This will speed the sample scanning process and minimize operator-caused focusing problems. -Scan area of 22 mm wide by 71 mm long or larger. -Scan rate capable of 50 10 um scans per second or faster at full 22 mm width. *-Resolution of 10 um pixelation or smaller. *-Sensitivity of < 1 Cy3 molecule per um or better. *-Capable of accepting and scanning samples present on a variety of substrates including standard microscope slides, and microcellulose and nylon mounted on slides, and commercial rice DNA chips such as those produced by Molecular Dynamics. *-Capable of automatic sequential scanning. This will help speed up and automate multiple dye scanning procedures. *-Depth of focus: 30 microns or greater. This will help maximize flexibility when reading slides of different thickness or of variable thickness across the slide. -Excitation wavelengths at both 532 nm and 635 nm and capable of accepting additional lasers. -Photomultiplier tube detector. -Fluorescence Gain Adjusment Range of 70 dB or greater in increments of 1 dB or smaller. *-Field uniformity: 10% variation or less over scan area. *-All Computer hardware and appropriate genomics and statistical software (two or more licenses) to run analysis system, interact with existing LAN system, and analyze, manage, and store data. *-Installation and user training. *-Rapid and reliable local servicing. The contractor shall perform all delivery and set-up and training so that the Digital Microarray Scanner/DNA Chip Reader is complete and ready to use. The Digital Microarray Scanner/DNA Chip Reader shall be delivered to the USDA, Dale Bumpers National Rice Research Center, 2890 Hwy 130 East, Stuttgart, Arkansas 72160. The Government “REQUIRES” delivery no later than 45 days after receipt of order, however, each offeror shall include their proposed delivery schedule as part of their quotation. Acceptance and FOB point are destination. In order to be considered for award offerors shall provide a quotation on company letterhead detailing the unit pricing; descriptive literature, brochures, and five references for the proposed equipment. References must have received the proposed equipment within the last three calendar years (Government references preferred but will accept commercial references) shall also be provided for the product quoted. FAR 52.212-1 (Instructions to Offerors - Commercial Items), FAR 52.212-2 (Evaluation - Commercial Items), the significant evaluation factors, in the relative order of importance, are (i) technical capability of the item offered to meet the Government requirement; (ii) past performance; and (iii) price (based on F.O.B. Destination), where technical and past performance are significantly more important than price. and FAR 52.212-4 (Contract Terms and Conditions - Commercial Items) apply to this acquisition. FAR 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items) also applies, with the following clauses from (b) applicable to this acquisition: FAR 52.203-6; FAR 52.219-4; FAR 52.219-8; FAR 52.219-23; FAR 52.222-26; FAR 52.222-35; FAR 52.222-36; FAR 52.222-37; FAR 52.225-16; FAR 52.232-36. Offerors shall include a completed copy of the provision at 52.212-3 (Offeror Representations and Certifications - Commercial Items), with this offer; a copy of this provision may be obtained from the contracting officer or at http://www.arnet.gov/far. Any amendment and documents related to this procurement will be available electronically at the Internet site: http://www.eps.gov. Potential offerors will be responsible for downloading their own copy of these documents (if any). It is the offerors responsibility to monitor the site for release of the solicitation and any related documents.
