- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Proposals are being requested and a written solicitation will NOT be issued. This Request for Proposals incorporated provisions and clauses in effect through Federal Acquisition Circular 01-14. This is a small business set-aside procurement. The contract will be awarded as a firm fixed price supply contract using simplified acquisition procedures in accordance with FAR Part 13.5. The NAICS Code is 334119, size standard 1000 employees. The Coast Guard has a requirement to procure 100 Backlit Ruggedized SUN USB Type 6 keyboard. Scope of Work: The Coast Guard is soliciting a rugged backlit keyboard replacement for the SUN USB Type 6 Keyboards on the bridge of WHEC-378, WMEC-210 and WPB-110 class vessels. The backlit keyboard interfaces with the Shipboard Command and Control System (SCCS). The backlighting shall be red in color, preferably using red LEDs. The backlit keyboard is connected to the SCCS system through a USBV extender. The current systems have a variety of 9 Pin serial keyboards as well as PS/2. The Backlit keyboard will be used to connect the Bridge navigation stations with the SCCS System. Due to the nature of operations; exposure to temperature (20-100deg F), salt spray, darkness, bright daylight, and high humidity will be common. The keyboard shall be able to withstand all of these common occurrences. The keyboard shall be: Snap-down rear feet. The keyboard shall have snap down rear feet (1.2 inches when in down position), and bolt on front rubber feet (extending 0.25 inches from bottom of keyboard) for ergonomic adjustment and stability. Keyboards should be capable of being bolted down if feet are removed to either a flat mount surface or a slide rail. Non-slip rubber front feet. The keyboard shall have bolt on front rubber feet (extending 0.25 inches from bottom of keyboard). The keyboard face panel, keys (except key symbols), and controls shall be black in color. Key size shall be of standard keyboard size. Keys shall be of a N-key type to promote high-speed typing/rollover. Keyboard shall not be covered by any protective barrier and have the touch and movement similar to office-style keyboards. All keys (including letters, numbers, and symbols) shall be translucent white (i.e. white in color by day and red by night). Key backlighting shall be red in color with either continuously or incrementally adjustable brightness from dark to full brightness. The keyboard SHALL be 16.96 inches in length, 6.94 inches in width, 0.98 inches deep (not including feet, or key heights). Keys shall not exceed 0.32 inches in height above the face panel. The keyboard connecting cable shall be 6 feet in length. The keyboard cable connector shall be a male USB type 1.0 connection. The keyboard shall have a cavity drain hole for fluid drainage, should fluids come into contact with the keys. The keyboard shall be of all-metal, welded seams, rustproof, sealed, dust proof, and spill proof construction, with anti-corrosive paint. All internal electronics, switch actuators, optical sensors and internal connectors must be protected from contamination described by the background paragraph above. The keyboard shall have keys of an N-key type to promote high-speed typing/rollover. The backlighting shall be a Red LED, with brightness control for 0 to 100% for use in a wide range of ambient lighting situations. Brightness Control shall be managed by two of the keys. Power for backlighting shall come from the USB connector. The keyboard shall have at least 100 keys, including a numeric keypad, space bar, twelve function keys, and two keys for controlling backlighting. Keyboard shall be Sun Type 6 USB compatible. It shall have the same key sequence functionality as SUN type 6 keyboards. It shall also be compatible with BlackBox Network Services USB extender (part number IC241A). 100 units are required to be delivered over the next 5 months. Award will be made utilizing the following factors, in descending order of importance, technical, past performance and price.
