Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NIDDK-03-100, and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2001-14. The North American Industry Classification (NAICS) Code is 339111 and the business size standard is 500 Employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. The National Institutes of Health (NIH), National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK), has a requirement for an Upgrade of existing VIS system to NLO, Consisting of: Conversion of Existing VIS LSM 510; NLO Direct Coupling LSM 510; Monitor Diode for NLO; Non-Descanned Detection Kit; Detection Module Ext PMT F/NDD KP 685/D25 FL Emis FLTR F/NDD; Beamsplitter NDD FT 680; Filter Set 1 F/NDD BP 435-485; Filter Set 2 F/NDD BP 500-550; Filter Set 3 F/NDD BP 575-640; SYS Table F/MAI TAI/Chameleon; Upgrade Channel 4 for METAC-Achroplan 40X/0.8 NIR; UV/VIS Laser Table and Shipping/Handling from Carl Zeiss Microimaging Inc., One Zeiss Drive, Thornwood, NY 10594. This notice of intent is not a request for competitive quotations however, all responses received, within 15 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely for the purpose of determining whether to conduct a competitive acquisition. The system shall meet the following specifications: The system shall be comprised of a solid-state green laser, a sealed Titanimum Sapphire (TiS) Kerr lens modelocked oscillator, an actively controlled interface between these two components, a solid state chiller, and a manual/computer interface to allow for experimental integration. ? Hermetic seal ? Diode pumped laser systems generally degrade due to optical contamination from dust and solvents present in the lab. ? The design of the laser shall be in a single sealed box requiring only single-phase AC power. ? Derating of diodes ? the pump engine should be of an efficient design that allows figure of merit of diode-to-green efficiency 25% or better. ? Permanent alignment of head ? the laboratory focus is on optical applications, as opposed to laser research. The design of the laser required shall be of permanent alignment, with no ports for dust invasion, and no field alignment requirements in order to meet project deadlines. ? The laser system shall have CPU control of LBO temperature with an internal power source, to regulate the LBO crystal temperature during such moves. ? Lifetime of the diodes in solid state lasers is determined by choice of diode material and how well the cavity and optics remain optimized over time. The LBO temperature in the laser shall be automatically optimized, via subroutine. ? System shall have an onboard spectrometer capable of monitoring both wavelength and bandwidth of TiS laser. Spectrometer to be addressable via USB. ? A control system is necessary to achieve minimal pulse width variation and maximize peak and average power at all times, even after thousands of hours of operation and thousands of tuning cycles. ? System shall have an active feedback which continuously and automatically optimizes the output power and pulse width at all wavelengths. ? To insure maximum probability of multi-photon excitation, pulse width must be approximately 140 femtoseconds, specified at the peak of the tuning range. ? Output power specification required is >1 Watt at peak of TiS curve ? Repetition rate is nominal 90 MHz. ? Beam quality to specified as M2<1.1 at peak of tuning curve. ? Tuning range required is 720nm-930nm inclusive without operator adjustments other than request of wavelength. System to tune through atmosperic absorption bands > 900nm without requirement of external gas purge. ? Amplitude noise of the system is critical in many of small signal applications. Optical noise of the TiS source hall be specified as less than 0.20% rms, 10Hz-20MHz. Noise spectrume will be free of chaotic behaviour characteristic of multimode pump sources. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications ? Commercial Items with its offer. The provisions of FAR Clause 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. The addenda to the clause reads as follows: The offeror must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
