Description
The National Institutes of Neurological Disorders and Stroke (NINDS), Laboratory of Functional and Molecular Imaging, plans to procure on a sole source basis, an MRI compatible EEG system with Compumedics Neuroscan Inc, 7850 Paseo del Norte, Suite 101, El Paso TX 79912. The services and supplies herein are being procured using the simplified acquisition procedures as stated in FAR Part 13. The North American Industrial Classification System code is 339112 and the business size standard is 500 employees. Over the last few years, MRI techniques have been developed that allow the non-invasive monitoring of human brain activity during various conditions of mental stress. These techniques are based on the measurement of local blood flow changes associated with brain activity. The type of information obtained with MRI, when combined with measurements of electrical brain activity obtained with EEG and MEG, allows improved understanding of brain function under normal and pathologic conditions. NINDS is proposing to procure the MRI compatible EEG system from Compumedics/Neuroscan. Neuroscan holds the US patent (US Patent # 5,445,162) for this technology and is the sole supplier in the United States. It actively pursues litigation with foreign companies that attempt to market this technology to users within the United States. Compumedics Neuroscan is the only source known to the NINDS that can provide the aforementioned instrument. This is not a request for competitive quotations. However, if any interested party believes it can meet the above requirements, especially with regard to compatibility, it may submit a statement of capabilities. The capability statement and any other furnished information must be in writing and must contain material in sufficient detail to allow NINDS to determine if the party can fully meet the requirements. Capability statements must be received in the contracting office by 1:00 PM, EST (local Washington, D.C. time) on September 12, 2003.
