- Description
- The National Institutes of Neurological Disorders and Stroke (NINDS), Laboratory of Functional and Molecular Imaging (LFMI), plans to procure on a sole source basis with Nova Medical Inc, 4 Railroad Avenue 303, Wakefield MA 01880 a 16 channel decoupling preamplifier detector. The services and supplies herein are being procured using the simplified acquisition procedures as stated in FAR Part 13. The North American Industrial Classification System code is 339112 and the business size standard is 500 employees. The Laboratory of Functional and Molecular Imaging began operation in 1999 and performs research in neuroimaging, primarily based on Magnetic Resonance (MR) related techniques. In addition to developing novel neuroimaging applications, LFMI is heavily involved in the development of basic technology. In order to improve MRI image resolution, state of the art MRI systems with strong magnetic fields are needed. In order to fully utilize the capabilities of the 7T system, RF detectors are needed that receive MRI signals from multiple channels simultaneously. Recently an 8-channel detector from Nova Medical was purchased, purchase order number 263-MQ-217455. The 16-channel detector is required to work together with the Nova Medical RF exciter system that was purchased together with the 8-channel detector. For proper operation, the 16-channel detector shall have an electrical isolation from the exciter system that exceeds 25dB. In addition, in experiments on human brain, the signal coupling between any pair of the 16 detector elements should be less than 10%. The signal pre-amplifiers of the receive system should have a noise figure smaller than 0.8dB, and should have an input impedance of less than 1.5 Ohms. Nova Medical is the only source known to the NINDS that can provide the 16-channel MRI detector that has the compatibility to work with the Nova Medical RF exciter system and 8-channel detector systems. This is not a request for competitive quotations. However, if any interested party believes it can meet the above requirements, especially with regard to compatibility, it may submit a statement of capabilities. The capability statement and any other furnished information must be in writing and must contain material in sufficient detail to allow NINDS to determine if the party can fully meet the requirements. Capability statements must be received in the contracting office by 1:00 PM, EST (local Washington, D.C. time) on September 12, 2003. If you have any questions, please contact Malinda Holdcraft, Purchasing Agent via electronic mail at holdcram@exchange.nih.gov or by fax 301-402-4513. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Information received shall be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
