- The Federal Bureau of Investigation (FBI) intends to negotiate on a sole-source basis with Shooting Ranges International, Inc. for two (2) 40 feet shooting range containers. The SRI QuickRange is a self-contained, prefabricated shooting range in a bulletproof container. Each container is outfitted with the following equipment: two-lane shooting range, shooting stalls with shooting trays, target-retrieval system, bullet traps, interior lighting system, HEPA filters, R19 exterior insulation, SONEX sound ceiling guards, ceiling deflector plates, one (1) 100 AMP electrical panel, one exterior safety light, and an HVAC system. The front of the container is equipped with a 3 foot wide double-door to ensure sound and bullet proofing. The containers are rated to contain all handgun rounds currently in use by the FBI, as well as shoulder weapons with a muzzle velocity of less than 2,000 feet per second. The containers shall be shipped to the FBI Academy, U.S. Marine Corp Base, Quantico, VA, USA. The containers shall be placed in two Stress Obstacle Range (SOR) hallways by the Contractor. The SOR hallways measure approximately sixteen feet wide and eight feet tall at the shortest height. This Contract is a one-time procurement. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is not issued as an 8(a) set-aside. This notification is published for informational purposes only. Interested persons may identify their interest and capability to respond to the requirement. All responsible sources may submit a quote which shall be considered. All quotes shall be submitted via fax number (703) 632-1844 no later than 2:30 PM, EST, September 11, 2003, quote clearly marked with RFQ 888917. Bidders are hereby notified that if your quote is not received by the date/time and location specified in this announcement, it will not be considered. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with their offer. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of whether to conduct a competitive procurement. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-06. The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.
