- IFB 10N3-230-03: HVAC AIR BALANCING: Provide all labor, materials, and equipment to perform the following items of work in the Main Building (Building No. 1)of the VA Medical center at 423 East 23rd Street, New York, NY 10010: 1. Complete all items on repair List: a. Repair all items on the Repair List included in the bid package. The location of each repair item is shown on the contract drawings. b. Repair items for one system at a time. For example, if you choose to begin repairing items shown for system AC-11 first, do not start work on another system until all work, including testing and balancing, required for AC-11 is completed. 2. Conduct Performance Test on Fan: a. After all repair items have been completed, hire the services of a qualified and independent Testing and Balancing company to conduct a performance test on the fan to ensure that it is working within 10% of its design capacity at full speed. 3. Install Volume Dampers: a. Inspect the locations on each floor where the traverse readings are to be taken. On floors where the original high-pressure ductwork was removed and replaced with new, confirm locations of existing volume dampers. If no volume dampers are present, furnish and install a new damper for that size ductwork. VA Resident Engineer must approve location of volume damper. 4. Test and Balance each Floor Branch off of Riser: a. After the performance test has proven the fan to be working in acceptable accordance with its design criteria and new volume dampers have been installed, begin taking traverse readings at each branch off of the riser on each floor for air flow (cfm) and static pressure (inches of water). Balance the system to produce the required airflow for each floor as specified in the Contract Drawings. 5. Air Balancing Report: a. Submit a report with your findings from Parts 2, 3, and 4. Provide a rough draft after each riser is balanced and a final report, with all collective data, at the completion of the project. All work shall be performed on workdays (Monday-Friday) between the hours of 7:00 am - 3:30 pm. Work may be performed during other hours with approval from the VA Project Engineer. Work that will disrupt the normal operations of the Medical Center must be scheduled with the VA Project Engineer. Visits to the site by Bidders may be made only by appointment with the Medical Center Engineering Officer. The North American Industry Classification System (NAICS) Code is 238220, with a size standard of 12.0 Million. Estimated construction amount is between $100,000 and $250,000. Completion time is 90 calendar days. The Invitation For Bids (IFB) including drawings, amendments, etc. (if applicable) will be available through the Internet Website, Fedbizopps.gov.. Hard copies will be available for pick up from the Bronx VA OOBSC-NAP, Rm 9B-62 on August 27, 2003 after 1:00pm or by written request for $50.000. Only certified checks or money orders will be accepted.
