Description
DESCRIPTION: Olympic National Park intends to award a firm-fixed price supply type contract for Rip Rap in accordance with the specifications below. Rip Rap shall be delivered by the contractor to milepost 1.7 on the Graves Creek Road at Quinault which is approximately 16 miles east of Highway 101 via the Quinault South Shore Road. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only Request for Quotation (RFQ); quotes are being requested and a written RFQ will not be issued. The RFQ No. is Q9500030390. The North American Industry Classification System (NAICS) Code is 212319. Offers for this procurement will be accepted from all responsible small and large businesses. Contract line item number (CLIN) is 0001, Rip Rap Rock, Quantity is 1,500 Cubic Yards. This RFQ incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 01-15 dated July 24, 2003. The following FAR clauses apply to this RFQ: 52.212-1, Instructions to Offerors - Commercial; 52.212-3, Offeror Representations and Certification - Commercial Items, contractors shall provide a completed copy of this clause with the offer; 52.212-4, Contract Terms and Conditions - Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Order - Commercial Items, applicable clauses listed in 52,212-5 are: 52.222-21, Prohibition of Segregated Facilities, 52.222-26, Equal Opportunity, 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans, 52.222-36, Affirmative Action for Workers with Disabilities, 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans, 52.222-19, Child Labor - Cooperation with Authorities and Remedies; 52.225-1, Buy American Act - Supplies, 52.225-13, Restriction on Certain Foreign Purchases, 52.232-34, Payment of Electronic Funds Transfer - Other than Central Contractor Registration; 52.232-28, Submission of Electronic Funds Transfer Information with Offer, contractors shall include a completed copy of this clause with the offer; 52.243-1, Changes - Fixed Price. All FAR clauses referenced in this announcement can be downloaded from www.arnet.gov/far . The Government intends to award this procurement on a not to exceed basis. Quantities are not to exceed 1,500 cubic yards. Contractor will only be paid for actual quantities received and accepted by the Government. Following are the specifications for this procurement: Rip Rap Specifications - Description: SCOPE - It is the intent of these specifications to obtain for the Government riprap rock to be used for repairs of the Graves Creek Road, Olympic National Park. Materials: GENERAL - The stone shall be free of overburden, spoil, shale, and organic material and shall be graded from the smallest to the maximum size specified. Determination of the acceptability of the riprap gradation may be made by visual inspection of the load by the Contracting Officer or the Contracting Officer's Representative before it is dumped, or if so ordered by the Contracting Officer, by dumping individual loads on a flat surface and sorting and measuring the individual rocks contained in the load. HEAVY LOOSE RIPRAP Stone shall be hard, durable, angular in shape, and resistant to weathering and to water action. Neither breadth nor thickness of a single stone should be less than one-third its length. Rounded stone or boulders will not be accepted. Shale and stone with shale seams are not acceptable. The minimum weight of the stone shall be 155 pounds per cubic foot as computed by multiplying the specific gravity (bulk-saturated-surface-dry basis, AASHTO T 85) times 62.4 pounds per cubic foot. The heavy loose riprap shall meet the following gradation requirements. Weight (lbs) Volume (cu. ft.) Note: Exact quantity requirements are approximate. Delivery will be requested by individual truck load for each item number.
