Description
NAICS Code: 334516 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part12.6. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capabilities to respond to this requirement and submit a quotation which will be considered by the Government. The Niton XLI portable XRF analyzer will be used by the Superfund and Air Section personnel to conduct screening characterizations for metals contaminated at Superfund Sites. The instrument will be used to filed analyze solid and sediments samples, either insitu or exsitu, to provide field investigators with analytical results to be used in characterizing the degree of contamination present at a site. The unit must be Americium-sourced. This is necessary to meet the condition that the unit does not have to be re-sourced on an annual basis. A hard copy quotation must be received by Laura Fowler, Purchasing Agency at US EPA Procurement Section, 14th Floor, 61 Forsyth Street, Atlanta GA 3030 by September 9, 2003 at 12:00 Noon EST. Item of Niton XLI portable XRF analyzer. The provision FAR 52-212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at FAR 520212-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria are as follows: Technical capability, past performances and prices. Offerors shall include a complete copy of the provision at FAR 452,212-3l Offerors Representations and Certification-Commercial Items, with its offer. This clause bay be found on the Internet at the following site: http://www.arnet.gov/far/. Clause FAR 52.212-4, Contract Terms and Conditions-commercial Terms, applies to this acquisition. The Clause at FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive orders-Commercial items, applies to this acquisition. Under FAR 52.215-5 paragraph (b) the following additional clauses apples to this acquisition: FAR 225-1 buy American Act-Balance of Payments Program - Supplies; FAR 52.225-13 Restrictions on Certain Foreign Purchases; and FAR 52.232-34 payment by electronic Funds Transfer - Other than Central Contractor Registration.
