Description
NASA/DFRC has a requirement to lease an Altair aircraft for the purposes of furthering the advancement of Unmanned Air Vehicle (UAV) research. The length of the lease will be for 3 years, with two 1-year priced options, for a total potential period of 5 years. NASA/DFRC intends to lease the aircraft from General Atomics Aeronautical Systems, Inc. of Delaware. The authority for proceeding with this procurement without full and open competition is 10 USC 2304(c)(1)--Only One Responsible Source. Only the Altain aircraft meets stringent UAV program requirements relative to altitude (above 40K feet), endurance (at least 8 hours) and sensor system capability. General Atomics is the manufacturer and only known source for the Altair aircraft and associated spare parts. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 12, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
