Description
The U.S. Coast Guard in accordance with The Federal Boat Safety Act of 1971, as codified in Title 46 United States Code Chapter 42 et. Seq., intends to procure Services associated with the Recreational Boating Safety Factory Visit Program as described below. (SEE NOTE 22) This proposed procurement is for services for which the government intends to solicit and negotiate on a sole source basis to (Resource Network International; 4834 ? 16th St., NW; Washington, DC 20011). SCOPE: Conduct 40 visits during the months of September and October 2003. Factory inspectors shall perform the visits and prepare reports in accordance with current policies and procedures. Factory inspectors shall make recommendations regarding visits to include, but not limited to existing scheduled appointments, impact of not visiting, expected type of visit, and expected discrepancies or problems to be found or encountered. Provide information to USCG concerning the boat manufacturing community to include information regarding business status, boat types, contact information. Answer questions and provide manufactures with important information concerning regulatory changes affecting navigational lights that will take place on November 1, 2003. Maintain and continue to update the database supporting the Recreational Boat Factory Visit Program including providing the USCG with electronic copies of the database reports and analyses. Note 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
