- Description
- This is a Request for Information (RFI) from companies and organizations who are familiar with the five operational Large Marine Ecosystem (LME) modules. The information gathered from this RFI may be used to explore pilot projects that test this capability. Background The NOAA-NMFS Narragansett Laboratory supports the Northeast Fisheries Science Center in its national and international effort to introduce ecosystem-based management to the Coastal Waters of the United States and other parts of the globe by conducting the Large Marine Ecosystem (LME) Program for the Agency. The LME program Director, Dr. Kenneth Sherman, conducts collaborative activities with a broad range of national and international institutions and marine experts in the United States and in other countries around the globe. Purpose The objective of this work is to conduct research and analyses on methods to improve linkages concerning the five operational Large Marine Ecosystem (LME) modules in sufficient detail to significantly strengthen the coupling between the natural science driven assessments and the socioeconomic and governance related issues from social science. Thus, natural science-based measurements of (1) productivity and environmental variability, (2) fish and fisheries, (3) pollution and ecosystem health, shall be strengthened in the LME paradigm to better incorporate (4) socioeconomic benefits to be developed by the stakeholders, and the (5) governance policies leading to best available science management practices focused on long-term sustainability of the (marine) ecosystem and its natural resources. The research will provide new information on the interaction among fisheries carrying capacity of the marine ecosystem(s) and optimal interdisciplinary best available science ecosystem-based management practices. Scope The research shall include detailed examination of LME project performance indicators from LME activities in the US and from selected projects in Africa, Asia, Latin America, and Eastern Europe. The information will be organized, analyzed and synthesized in a final report suitable for publication in the NEFSC Technical Memorandum Series. The work shall also include preparation of materials and reports for the LME website. Work shall follow general guidelines provided by the LME Program Director on the research to be conducted and the report to be finalized and published. Scientific and technical quality of the finished report shall meet the highest standards of professional synthesis in sufficient detail for publication in scientific journals. (Format attached.) The final report shall be submitted to the LME Program Director for approval. Requirements Work requires knowledge of Large Marine Ecosystems at the PhD level in order to conduct research and analyses on key ecosystem components of critical importance to the structure, function, and management of LMEs. Deliverables A written report of methods strengthening linkages among LME components and expected management outcomes will be required. Scientific and technical quality of the finished report shall meet the highest standards of professional synthesis in sufficient detail for publication in scientific journals. Written progress reports will be required monthly. RESPONSE FORMAT The response should be no more than 5 pages in length and should briefly describe your company, your products and services, history, etc. In particular, please describe any projects you have been involved in that are similar in concept to what is described in this RFI. You shoula also provide contact information and any additional materials you may deem appropriate.
