Description
The Department of Energy, National Nuclear Security Administration (NNSA) is seeking small business firms interested in providing periodic aircraft charter services. This notice is intended to help NNSA determine if there are small business firms capable of meeting NNSA?s requirements, and is not a solicitation that will result in an order or contract. The NNSA has periodic need for charter aircraft services to move personnel or cargo within the 48 contiguous States. If this notice indicates that there are small business firms capable of providing the required aircraft, NNSA would verbally solicit quotations from these firms each time it has a requirement for a chartered aircraft. The charter would be booked and paid for using a government purchase card. Firms classified as small businesses under NAICS Code 481211 with appropriate aircraft to provide these services are invited to respond to this notice with a statement of capabilities (SOC). The SOC must provide your available aircraft make and model, your experience flying charter flights, estimated costs per flying hour, overnight stay, standby time, and other direct charge costs such as taxes and fees. These costs are for general planning purposes only and NNSA will ask for a specific quote before each trip. The aircraft requirements are: There will be only 5 days notice prior to a flight. All aircraft offered must be of U.S. registry. The operator must hold certification under 14 CFR 121 or 125. The operator must hold authority to operate from domestic military bases. The aircraft must have a minimum of 91 passenger seats. Passengers will have an average weight of 205 pounds and carry 160 pounds of baggage. The aircraft must be capable of operating from Albuquerque, NM at 100 degrees F. with above load; or from Cheyenne, WY at 95 degrees F. with above load. NNSA will verify the certification, operations specifications, training programs, maintenance programs, and safety record of every operator prior to the first use of the aircraft and periodically every two years thereafter. SOCs must be received through this IIPS web site (http://e-center.doe.gov/) no later than the date and time specified below. Each SOC is to be submitted according to the instructions detailed in the IIPS on-line help document, which is available at http://e-center.doe.gov/doebiz.nsf/Help?OpenForm. It is the responsibility of the contractor, prior to the due date and time, to verify successful transmission in accordance with the Proposal Submission instructions in the "IIPS Users Guide for Contractors." SOCs submitted by other means cannot be evaluated. Late SOCs cannot be considered. All questions regarding this announcement must be submitted electronically via IIPS (Submit Question Button).
