Description
The National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Control and Population Sciences, Behavioral Research Program (BRP), Health Promotion Research Branch (HPR), plan to procure on a sole source basis with University of California Berkeley, 400 Sproul Hall, Berkely, CA 94720 for the services of Dr. Mark R Wilson to oversee the psychometic analyses to demonstrate the usefulness of IRT to address specific measurement concerns. DCCPS is planning a conference for June 2004 entitled ?Improving the measurement of health outcomes through the application of Item Response Theory (IRT).? The Outcomes Research Branch and the Health Promotion Research Branch are organizing this conference to promote the usefulness of IRT methodologies to these fields and to allow researchers from different fields to interact. IRT is a family of statistical methods that are used to determine the psychometric properties of measures, and because it can address measurement issues, which are not addressed (or not addressed well) with other procedures (e.g., test equating and computerized adaptive testing), it has a lot to offer to these two fields. Because IRT applications in the Behavioral Sciences are lacking, this procurement will use Behavioral Sciences data to show how IRT methodologies can be applied to better understand the psychometric properties of psychosocial measures. Dr. Mark Wilson (leading psychometrician) will use ConQuest software to analyze data already collected in Behavioral Sciences to show the usefulness of IRT methodologies and findings from these analyses will be presented at the June 2004 conference. These analyses shall aim to demonstrate the usefulness of IRT to: 1) Assess the psychometric properties of a multi-dimensional instrument; 2) Equate multidimensional measures that include a sub-set of common items; 3) Test equivalence of multidimensional test scores among different groups of examinees; and 4) Link items that have a different stem but common items. This project requires that the leading psychometrician be well-versed in a wide variety of IRT methodologies, including test equating, differential item functioning, multi-dimensional IRT, Rasch and non-Rasch modeling, computerized adaptive testing, and hierarchical IRT analyses. Dr. Wilson played a key role in developing the ConQuest software, which to date is the most comprehensive software that can accommodate the issues generally encountered in the Behavioral Sciences. In addition, he is an internationally recognized leader in IRT methodologies, especially in its ability to handle multidimensional ordinal data. Dr Mark Wilson of the University of California Berkeley is the only source known to the NCI that is uniquely qualified to carry out this effort. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EDT, on September 11, 2003. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
