Description
The FAA is seeking qualified sources to supply a Data Display System for the new Columbus Air Traffic Control Tower.All submissions shall be evaluated with respect to compliance with the criteria listed below. If no submissions are determined to be in compliance, the FAA reserves the right to seek additional submissions. Background: A new ATCT is under construction in Columbus OH. The scheduled commissioning date for that new facility is April 25, 2004. The commissioning of that facility requires the procurement, installation, checkout and acceptance of a Data Display System. The Data Display System will be a functional replacement for the IDS-4 System currently operational in the old ATCT at CMH. Procurement Criteria: 1. The Data Display System shall include 28 Operational User Workstations. Each Operational User Workstation shall include a computer and monitor. Each Operational User Workstation shall also contain either a trackball or a keyboard and mouse. 2. Three of the 28 Operational User Workstations shall be installed at remote locations connected via modem interfaces. Modems shall be provided as part of the system. Telephone circuits shall be government furnished. 3. Twenty five of the Operational User Workstations shall be installed at the New CMH ATCT. 4. Each Operational User Workstation shall be capable of emulating the following FAA position equipment: A. Time Code Display (TCD) B. ASOS (Automated Surface Observation System) OID C. Digital Altitude Setting Indicator (DASI) D. Low Level Windsheer Alarm System (LLWAS) NE (New Equipment) E. Runway Visual Range (RVR) Display F. Terminal Doppler Weather Radar (TDWR) Graphic Situation Display (GSD) 5. Each Operational User Workstation shall be able to display facility information including the following: A. Approach Plates B. Air Route Charts C. Operational Procedures D. Orders E. Notices, Letters, Memoranda F. General documents containing information of interest at the facility 6. The display of the information listed in item 4 above shall be adjustable in size so that all FAA position equipment can be emulated at any workstation at one time on one screen. 7. The display of the information listed in item 5 shall be scaleable. 8. The emulation of the FAA position equipment shall include providing real time data as well as audible alarms. 9. The Data Display System shall provide for the site adaptation of the organization and presentation of the information. That information shall be organized by indexed sheets or pages. 10. The Data Display System shall provide the capability to distribute information from any workstation to all the other workstations in the system. 11. The Data Display System shall include a System Administrator Workstation. The System Administrator workstation shall include a computer, monitor, keyboard, mouse, scanner, and image processing software. 12. The system shall be capable of scanning in documents for distribution to all workstations. 13. The Data Display System shall be designed such that no single points of failure exist on a system level. 14. Due to schedule constraints associated with this procurement, this Data Display System cannot utilize developmental software. The System software provided must be in operational use within the National Aerospace System (NAS) of the FAA prior to August 29, 2003. 15. This Data Display System must be delivered to CMH no later than November 30, 2003. 16. Operator and Maintenance Training courses must be available from the Data Display System Vendor by the date of delivery of the system. 17. Installation assistance must be available from the vendor. This assistance will take the form of trouble shooting the software and hardware installation at the facility. 18. Maintenance Support must be available from the vendor. This support must be in the form of replacement parts and a technical support help desk. 19. This Data Display System shall have a warranty period not less than one year from date of delivery. 20. The FAA (ANI-440) reserves the responsibility to determine compliance with this specification of all submissions from all vendors. Submittal Requirements: 1. Description of Data Display System Proposed for Installation at Columbus, OH B. System Delivery Date C. List of FAA NAS locations where system software is in operational use D. Warranty Information E. Training Manuals F. Installation Assistance Information. Priced proposals will then be solicited from sources deemed qualified by the FAA.
