(17) The Electronic Systems Center (ESC) Tactical Data Links System Program Office (TDL SPO) is requesting technical proposals as the first step in the Two-Step Advertising Acquisition Method (Federal Acquisition Regulation (FAR) 52.214-24). The Government intends to acquire Two (2) trailers; one (1) thirty-four (34) feet and one (1) twenty-eight (28) feet, with the following requirements for each trailer: a. Two (2) non powered roof vents, b. One (1) Escape hatch in roof c. Two (2) 13.5 air conditioners with heat strips d. One (1) Additional wire and frame for third air conditioner e. Three quarters (3/4) wolmanized plywood floor painted gray f. Galvanized underbelly g. Two (2) twelve (12) volt dome lights h. Two (2) twelve (12) volt porch lights i. Two (2) twelve (12) volt wall switches j. Two (2) five hundred (500) watt quartz k. Two (2) one hundred and ten (110) volt wall switches j. One (1) one hundred and ten (110) volt receptacle with GFI backup lights solar panel system l. One (1) 12 volt battery and box m. One (1) one hundred and ten (110) converter n. One (1) hydraulic landing jack, 050 smooth metal/color white exterior o. One (1) air dome p. R7 expanded polystyrene wall insulation q. 024 white aluminum interior r. One (1) tire compartment s. One (1) spare tire with rim t. One (1) thirty-six inch (36") side door with bar lock u. One (1) thirty-six inch (36") side door with flush lock v. Two (2) fifteen inch (15") by thirty inch (30") windows (for doors) w. Two (2) thirty-six inch (36") by twenty-four inch (24") baggage doors x. One (1) aluminum observation deck y. One (1) removable ladder z. Two (2) entrance handles a1. Two (2) steel under frame fold-out steps b1. Full walk on roof c1. R10 expanded polystyrene ceiling insulation d1. Triple axle e1. Electronic Brake Away with seven (7) prong RV plug f1. One (1) sixty (60) amp three phase twenty (24) circuit breaker box Technical proposals must meet the above stated requirements in order to be eligible for receipt of an Invitation For Bid (Second Step of the Two Step Method). Technical proposals shall not include prices or pricing information. Technical proposals must be received by 12 September 2003, 2:00 Eastern Standard Time. In the second step, only bids based upon technical proposals determined to be acceptable will be considered for awards; and each bid in the second step must be based on the bidder's own technical proposals. Offerors should submit proposals that are acceptable without additional explanation or information. The Government may make a final determination regarding a proposal's acceptability solely on the basis of the proposal as submitted. The Government may proceed with the second step without requesting further information from any offeror; however, the Government may request additional information from offerors of proposals that it considers reasonably susceptible of being made acceptable, and may discuss proposals with their offerors. A notice of unacceptability will be forwarded to an offeror upon completion of the proposal evaluation and final determination of unacceptability. Only one technical proposal may be submitted by each offeror. Actual delivery requirements will be contained in the invitation issued under step two. Contractors must be registered in the Central Contractor Registration (CCR) Database to be eligible for contract award. 18. N/A 19. This award is a 100% Small Business Set-aside.
