Description
Operational Contracting, US Air Force Academy intends to award a sole source contract utilizing simplified acquisition procedures to Engineering Research Nordic AB, Garnisonen, Brigadgatan 16, SE-581 31 Linkoping Sweden, for the following: CLIN 0001: Studies for the Center for Aircraft Structural Life Extension (CAStLE). This CLIN will result in the contractor doing studies to provide advancements in the area of corrosion effects on structural integrity. Items included are as follows: finite element modeling of pristine, environmentally degraded, and/or bonded repairs to validate other analysis methods, support the development of a computer based holistic life prediction analysis code for new and aging aircraft, integrate cadet research and coursework into CAStLE center activities and support other activities supporting the CAStle program at the USAFA. The individual filling this task order must have a Ph.D. in Aerospace Engineering, Mechanical Engineering, Engineering Mechanics, or a related field, with at least 20 years of experience in the field of aircraft structural analysis and design. Knowledge and experience in the aircraft structures field must include, as a minimum: loads and stress of semi-monocoque structure, stress analysis using experimental, analytical and finite-element techniques; fatigue and fracture under both constant amplitude and spectrum loading; non-destructive inspection techniques; and current regulations manuals, and standards associated with mechanical testing and aircraft airworthiness. Knowledge and practical experience with physically metallurgy is desired. This Notice of Intent is not a request for competitive proposals. If no response is received by 04 September 2003, 12:00, MDT, specifying that comparable services are available that would be more advantageous to the Government than obtaining the listed services through a sole source procurement with Engineering Research Nordic AB, a sole source award will be made.
