Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 13.5 with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation number N00181-03-Q-0581 is issued as a request for quotation (RFQ). This requirement is 100% set-aside for Small Business Concerns. The applicable NAICS Code is 327910 with a size standard of 500 employees. Fleet and Industrial Supply Center , Norfolk Naval Shipyard Annex anticipates award of a firm fixed-price contract for the following line item: CLIN 0001 Grit, Ferrous Metallic Abrasive; QTY: 30 Drums; SPECIFICATIONS: Shall meet all requirements of SSPC-AB3 (Manufactured Steel Abrasives), except as noted: 1) Size of grit: G-25 per SAE J444 Cast Shot and Grit Size Specifications for Peening and Cleaning (sieve designation). 2) Hardness: 55-65 per Rockwell Hardness ?C? scale 3) Quantity: 30 drums (approx. 23 tons) 4) Packaging: 55-gallon drum (17-H poly lined and poly covered) 5) After 50 cycles of the durability test, no more than 50% shall pass through the take-out screen size 50 mesh 6) For the purposes of this purchase, substitute the term ?ferrous metallic? for the word ?steel?. 7) The carbon content shall be a minimum of 1.7%. NOTE: Subject unit must have a label plate and/or be stencilled with the unit weight and any special handling procedure for lifting. Also conforming to requirement for lifting equipment memo #256-01-02. Material Safety Data Sheet required with material. Anticipated required delivery date is 4 February 2004. Delivery shall be FOB destination, NNSY, Portsmouth, VA 23709. Inspection/acceptance at destination. The following provisions/clauses are applicable: FAR 52.212-1, 52.212-2 (Evaluation-Commercial Items (price and past performance are equally important in evaluation), 52-212-3, 52.212-4, 52.212-5 (11), (12), (13), (14), (15), (16), (21), and (23) apply. DFAR 252.212.7001 and DFAR 252.204-7004 .REQUIRED CENTRAL REGISTRATION apply to this acquisition. Lack of registration in the CCR database will make an offeror/quoter INELIGIBLE FOR AWARD. Info can be obtained through internet at http://ccr.gov. Offeror shall include a completed copy of the provision at 52.212-3, Offer Representation and Certification-Commercial Items. Offer shall be evaluated for fair and reasonable price, technical acceptability, adherence to applicable clauses, provisions, and satisfactory past performance. The Navy contractor evaluation system, Red/Yellow/Green Program will apply in the evaluation process. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. company letterhead, formal quote form, etc) but must include the following: 1) complete mailing/remittance address; 2) prompt payment discount; 3) anticipated delivery; 4) Taxpayer Identification Number; 5) All completed certifications as required as required herein. All quotations must be received by 2:00 PM, local time, 12 September 2003.
