- NAICS Code: 561730 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quote (RFQ)number is RFQ-RT-03-00288, AND THE RFQ IS BEING ISSUED AS A 100% Small Business Set-Aside. The request for quotation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-04. The associated North American Industry Classification System (NAICS) Code is 561730, which has a size standard of $6.0 million to qualify as a small business, is applicable. A firm, fixed-price purchase order is anticipated to result from the award of this solicitation. This procurement is for the maintenance of EPA owned plants, interior plantscaping located at three locations, EPA's Main Campus, EPA's National Computer Center (NCC), 109 T.W. Alexander Dr., Research Triangle Park, North Carolina, and NHEERL Building 2525 Highway 54, Durham, North Carolina. EPA has gone to great lengths to design and build an environmentally friendly or "green" building. As such, the facilities have been designed to reduce both the direct and indirect environmental consequences associated with their construction, occupancy, operation, maintenance and eventual decommissioning. Living plants not only have an aesthetic purpose but also contribute to the health and general well-being of building occupants through improved indoor air quality. EPA has selected a variety of live plants for the public areas of its facilities. Selections were made after consideration of the environmental conditions of the intended plant locations, size of the spaces, traffic patterns, desired appearance, and ability of the plant varieties to contribute to a healthier indoor environment. The Government will conduct a Site Visit of the facility on September 4, 2003, at 9:30am. This requirement will be a firm fixed price purchase order with a base period estimated of 10/01/03 thru 9/30/04; and three option periods of twelve-months each option period. Evaluation of RFQ will be based on price and price only including all option periods. The completed Representations and Certifications shall be included with the price proposal.
