- Description
- NASA/JSC has a requirement for a thermogravimetric and differential scanning calorimetry instrument. The required instrument is a Netzcsh STA 449 C/4/G Jupiter. It shall be capable of thermogravimetric (TG) measurements, differential thermal analysis (DTA) and differential scanning calorimetry (DSC) using a vertical balance system. The sample chamber shall be capable of being evacuated with a vacuum pump for evacuation prior to introduction of inert gases. It shall have the ability to perform true DSC and DTA measurements. The instrument shall have a flow path to an existing spectrometer (FTIR) using a transfer line. It shall be capable of heating samples to at least 1600 degrees C. It shall be capable of measuring samples of at least 5 gm within a resolution of 0.1 micrigrams. NASA/JSC intends to purchase the items from NETSCH Instruments, P.O. Box 4469 Estes Park, Colorado, in accordance with Federal Acquisition Regulation 6.302-1(a)(2). NETSCH Instruments provides the unique capability of existing equipment and software. The system is vertically mounted and will perform differential scanning calorimetry. Vertical mounting is required because of its superior wieght baseline stability compared with horizontally mounted systems. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 5, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
