- Description
- The Defense Meteorological Satellite Program (DMSP) office intends to issue a contract for the sustainment, factory/field support, sensor payload integration and test, and on-orbit support for DMSP sensors. Sensors include: Operational Linescan System (OLS), Special Sensor Microwave Imager Sounder (SSMIS), Special Sensor Microwave Temperature Sounder (SSMT), Special Sensor Ion and Electron Sensor (SSI/ES), Special Sensor Aurora Particle (SSJ), Special Sensor Ultraviolet Limb Imager (SSULI), Special Sensor Ultraviolet Spectrographic Imager (SSUSI), Special Sensor F (SSF), Special Sensor Magnetometer (SSM), and any new evolving sensors. The contractor will be required to perform upgrades, assure maximum sensor data integrity to support quality weather products, and perform overall integration management to include manufacturers/vendors and government laboratories. A ten year contract is anticipated for sensor sustainment through launch of all remaining DMSP sensor assets commencing on 01 Nov 04. It should be noted the government did not obtain re-procurement packages for most of the listed sensors. The government has established a website pertaining to this effort on the Internet at the following address http://www.losangeles.af.mil/smc/ci/sfs/. Currently this site contains the Statement of Objectives (SOO) for this effort. In addition, the site provides information for the current Consolidated Sensor Support and Services Contract (CSS&S) and Spacecraft Integration and Test (SIT) contract. The documents posted on the website are provided for informational purposes only. Interested parties are required to submit a Statement of Capabilities (SOC). The SOC shall not exceed fifteen (15) pages. The SOC should demonstrate experience and capabilities of the offeror or offeror?s team to: (1) sustain, support, and upgrade the satellite sensors and related system software listed in this announcement and associated ground equipment, (2) provide sensor payload integration, (3) support early-orbit and on-orbit sensor systems, (4) provide a classified facility at the secret level that is capable of supporting repairs, tests, and system anomaly analysis, (5) demonstrate knowledge of data handling systems, data storage systems, scanning systems, and command processing systems, (6) demonstrate the ability to develop and maintain all sensors System Analysis Reports and Interface Control Documents with new and existing associate contractors, (7) demonstrate knowledge of ground processing equipment and software, including communication interfaces, data multiplexing, decommutation, reformatting, switching, data processing, and upgrades, (8) provide the capability to perform telemetry data trend analysis sufficient to anticipate failures and/or anomalous performance, (9) demonstrate experience in satellite command, control, and telemetry software maintenance and testing of software modifications as well as command and telemetry encryption and authentication, (10) demonstrate capability in computer hardware and software design and evaluation/analysis of both analog and digital systems and circuits. Respondents should indicate if they are a large, small or 8(a) business. Foreign owned businesses should contact the Contracting Officer before submitting a SOC to determine if there are restrictions for contract award. The SOC and all related communication that contain proprietary information shall be marked as such. This synopsis neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. This Sources Sought Synopsis should not be construed as a commitment by the Government for any purpose. Respondents are to submit the Statement of Capabilities to Mr. Ben P.
