NA The Contracting Activity is actively seeking the availability of qualified large, small businesses, Section 8(a) concerns, Small Disadvantaged Business concerns, Historically Underutilized Businesses, Women-Owned Businesses, Service Disable Veteran, Vetera n Owned Small Business, institutions to perform river mitigation projects. This Request for Information is seeking information that documents the interested contractor with demonstrated and documented past performance, qualifications and capability to per form Missouri River Mitigation Program within the states of Nebraska, Iowa, Kansas and Missouri. Interested Contractors should submit the requested documentation and information to the Contracting Activity. The information requested must include, as a minimum: 1. Business size and type. 2. Contract number(s), value of contract, name and telephone number of the Contracting Officer. 3. Description and location of river mitigation projects and contracting agency. Indicated if your role in the project was a Prime, Subcontractor or Supplier. 4. Copy of past performance evaluation, name and telephone number of Evaluator, Inspector and/or designated Contracting Officers Representative (COR). The preferred, determined and documented acquisition strategy is an un-restricted, full and open Best Value Request for Proposal (RFP) solicitation for a multiple award indefinite delivery, indefinite quantity contract. It is not anticipated that the indi cated proposed acquisition strategy will change prior to release of the resultant RFP. Historically, specialized small business contractors consistently participate and prime Omaha Districts Mitigation Projects. Federal Acquisition Regulation (FAR) Part 19.10 Small Business Competitiveness Demonstration Program prohibits the set aside of solicitations for acquisitions in NAICS Sub-sector 234, Heavy Construction. The Small Business Administration point of contact for incumbent and other small business con cerns is Dwight Johnson, Procurement Center Representative (PCR), Government Contracting Division, Nebraska District Office, 11145 Mill Valley Road, Omaha, Nebraska 68154-3949, the telephone number is 402-221-7206. Construction of the Missouri Rivers Fish and Wildlife Mitigation Program requirements may involve the states of Nebraska, Kansas, Iowa, and Missouri. Program objectives include but is not limited to developing fish and wildlife habitat on 166,750 acres of existing public lands (state or other g overnment owned) and land acquired from willing sellers. Land acquisition objective entails performing a willing seller survey that will be used to refine the land acquisition strategy. The mitigation program include acquiring approximately 2,000 acres o f land, and design and construct an average of 250 acres of aquatic habitat each year for the next five years. Development of terrestrial habitat is a critical component of the overall mitigation program. As of this posting, the Omaha District has identi fied 48 potential additional sites in Nebraska; the State of Iowa has provided a priority list of potential sites. The scope of work may consist of, but is not limited to, soil excavation, dredging, rock placement, clearing and grubbing. The Contracting Activity has consulted with Small Business Administration (SBA) for assistance with this market research effort to minimize any adverse impact on incumbent small business concerns. The proposed unrestricted, full and open Request for Proposal solicitation is the intended and determined best acquisition strategy for the mitigation program. The proposed strategy will provide maximum opportunity for small business (both as prime and subcontractor) as well as the only available strategy that will not have an adverse impact on the incumbent small business concerns(s). Your participation in this market research is encouraged and welcomed.
