- NA The purpose of this Sources Sought/Market Research is to identify potential sources capable of manufacturing the 25mm PGU-38/U Cartridge High Explosive Incendiary (HEI), NSN 1305-01-432-4814(A941), P/N 9210400-10-1. The main components of the Government T echnical Data package for the PGU-38/U HEI cartridge are the FMU-151/U Fuze, Steel Projectile Body, Explosive, Booster Pellet, Propellant, Steel Cartridge Case, and Percussion Primer. A respondent to this market survey must have available the facilities a nd skills required to manufacture and prove out the 25MM PGU-38/U HEI Cartridge. Production of the 25MM PGU-38/U HEI is very complex and requires sophisticated industrial capabilities. Specific capabilities and skills required to manufacture the 25MM PGU -38/U HEI Ctg are as follows: Explosive experts, set-up mechanics, machinists, process engineers and inspection personnel with the critical skills needed to successfully produce this round. Specific production capabilities required inlude: Equipment to Lo ad, Assemble, and Pack(LAP)this cartridge, required explosive storage and handling facilities, ballistic test equipment and specialized machine tooling unique to the manufacture of the PGU-38/U HEI cartridge. A respondent would need to possess the speciali zed skills and equipment to produce and test the PGU-38/U HEI in addition to the FMU-151/U Fuze which is a critical component of the PGU-38/U HEI Cartridge. Due to the customer's demand for timely delivery, a producer must be able to complete a First Arti cle Test within 180 days after award for the FMU-151/U Fuze, 210 days after award for the projectile, and 240 days after award for the full up round. First production delivery would be within 300 days after award. A respondent's production capacity must be sufficient to manufacture a total quantity of 600,000 rounds per year. Interested U.S./Canadian firms who feel they are capable of manufacturing the 25MM PGU-38/U HEI Cartridges are invited to indicate their interest by providing the Government a brief summary of their company's capabilities, including a brief description of facilities, personnel, and past manufacturing experience as it relates to the above criteria. This is a market survey for planning purp oses only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract based on this market survey or otherwise pay for information solicited. The information y ou provide will be utilized by JMC in developing its acquisition approach for FY 03/04 and future 25MM requirements.
