Description
It is the intent of the National Library of Medicine (NLM) to negotiate on a sole source basis under authority of FAR 6.302 with the the Center for Public Service Communications (CPSC), Arlington, VA for the professional services of adding the Refugee Health Section of the California Department of Health Services, the Office of Refuges & Immigrants Washington State Department of Social and Health Services, and two refugee health clinics in each state to the Refugee Health Information Network (RHIN). The period of performance shall be for one (1) one-year base period and one (1) six-month option period. Specifically, CPSC shall 1) act as liaison between the Department of Specialized Information Services (SIS) within NLM and the state refugee health programs in California and Washington and their participating community health centers and refugee health clinics to facilitate participation in the Refugee Health Information Network project, 2) organize and convene planning meetings with California and Washington state refugee health services and their respective community health center/refugee health clinics to establish the organizational structure that will provide training to clinicians and health administrators in how to use Internet resources to gain access to health information relative to refugee and immigrant health services and health/disease conditions common among resettling refugees, 3) organize and convene training sessions in cooperation with the state refugee health programs in Washington and California to meet the needs of clinicians and health administrators who require access to information on specific medical topics and on ways to improve services to resettled refugees and arriving immigrants. The NLM determined CPSC to be uniquely qualified to perform the above professional services. CPSC, in partnership with Georgetown University, is serving as the coordinator of the project to develop a Refugee Health Information Network. This service will be procured under FAR Part 13 (Simplified Acquisitions). This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible and responsive sources may submit a proposal which will be considered by the NLM. Firms interested in responding to this notice must be able to provide the professional technical services as specified above. Responses should demonstrate the firm’s ability to meet the government’s requirements. Responses are required within 15 (fifteen) calendar days from the publication date of this notice. NLM synopsis No. 03-236/NSD shall be noted on all correspondence to this announcement.
