Description
The National Institute of Environmental Health Sciences (NIEHS) intends to award a commercial sole source purchase order to Amersham Biosciences, Piscataway, NJ 08855, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This purchase is for the purchase of one (1) each #13470301 (S) AKTA Purifier 10 and #13419401 one-year preventative maintenance. This request is for a liquid chromatography system with the following required specifications: 1) compatible with an existing AKTA Purifier, 2) Flow rates of 0.001, 10 mls/min, 3) Pressure range of 0-25 Mpa, 4) Measures pH from 2-12 with accuracy of 0.1 pH units, 5) Measures conductivity from 1 uS/cm to 999.9 mS/cm, 6) Simultaneous measurement of three wavelengths of UV absorption between 190 and 700 nm, 7) Linear UV measurement (<2% deviation) up to 2 AU, 8) System pumps should allow operation of system at zero backpressure, 9) Control software will allow time-based, volume-based, or column-volume-based running of programs, 10) All valves in the system should be computer controlled, 11) All valves should run by electric power with the need for compressed gas, 12) must record throughout the run the flow rate, actual and expected conductivity, pH, accumulated time, autoscaled UV absorbance, pressure, all valve positions, fraction collector activity, 13) enter system, excluding computer, must function well in a cold room at 4 degrees C., 14) Fraction collector must be able to accept four 96 well microplates in addition to standard 12, 18, or 30 mm size glass tubes, and 15) must be able to use low volume Amersham "smart system" columns (PC columns) with appropriate PC column holder. All responsible sources may respond by submitting a written narrative statement of capability within 10 days of date of notice to Dee Lunney at the above address for consideration by the agency. Response must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within 10 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Amersham Biosciences. The NAICS Code/Size is 334516/500EM. This procurement is to be processed using Simplified Acquisition Procedures. There is no solicitation package available.
