- Description
- Provide all labor, material, equipment and transportation necessary to convert electric heat in four housing units to oil-fired heating systems at U.S. Coast Guard Station Neah Bay, Neah Bay, Washington. The work includes but is not limited to the following: (A) Replace existing electric baseboard heating systems in housing units J and K with new oil-fired furnace heating systems. Each system includes an up flow type oil furnace; controls, ductwork, and fuel supply piping. Provide electric power from the new emergency circuits to the furnaces and make the systems operational. Provide a common, 500-gallon capacity, above ground fuel storage tank to supply fuel oil to these housing units; (B) Replace existing split type heat pump systems serving housing units L and M with new oil-fired furnace heating systems. Each system includes a down flow type oil furnace, controls, above ground fuel storage tank and fuel piping. Modify and connect the existing ductwork to their respective oil-fired furnaces. Provide electric power to the furnaces from new emergency circuits and make the systems operational; (C) Provide fuel pipe supports brackets, valves, monitoring sumps with manhole covers, fuel termination assemblies, and leak detection systems; (D) Disconnect and demolish the existing emergency electrical systems (existing emergency panels, feeders and portable generator plugs) at housing unit’s J, K, L, and M; (E) Provide new emergency electrical distribution system; (F) Provide concrete pads under and chain link fence around the above ground fuel storage tanks; (G) Furnish the services of a competent instructor to give full instruction to designated Government personnel in the adjustment, operation, and maintenance; including pertinent safety requirements, of the new heating and fuel supply systems. Instruction shall be provided for 2 hours. The period of performance is 90 calendar days after Notice to Proceed. This procurement is estimated between $100,000.00 and $250,000.00 and is a small business set-aside. The North American Industry Classification System (NAICS) for this procurement is 238220. Any amendments issued to this solicitation will be posted solely on this website. This solicitation can be downloaded from the http://www.eps.gov on approximately 15 August 2003. If it does not appear on that day, please check back daily. The due dates for bids will be approximately 16 September 2003. This date is estimated and may change. For security reasons all Coast Guard drawings are only available through the Federal Technical Data Solution (FedTeDS), which will have a separate link on the FedBizOpps web page, identified as Technical Data Package. Offerors will need to register with FedTeDS and receive a user name and password to be able to download Coast Guard drawings. All responsible sources are encouraged to respond. The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
