Description
The National Institute of Environmental Health Sciences intends to award a sole source purchase order to Duke University Medical Center, Department of Pathology, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. These studies are collaborative efforts between NIEHS and Duke University. This procurement is to provide detailed microscopic examination of the aortic valve in the heart in order for the National Toxicology Program to examine murine models of atherosclerosis following environmental exposure. The procedure for identifying the atherosclerosis lesion is extremely complex and precision orientated. It involves transversely cutting away the ventricles, mounting the part of the heart of interest so that tissue sections can be prepared towards the aortic valve. Once one can view the aortic valve, then serial sections are cut through the area of interest and the atherosclerosis is evaluated. The area of interest is extremely small, and if the researcher is not superbly skilled in the procedure he/she can section through the heart and miss the area of critical interest. All responsible sources may respond by submitting a written narrative statement of capability within 10 days of date of notice to Elaine Shoaf at the above address or email shoaf1@niehs.nih.gov for consideration by the agency. Response must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within 10 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with the Duke University Medical Center, Department of Pathology. The NAICS Code/Size is 541690/$6.0M. This procurement is to be processed using Simplified Acquisition Procedures. There is no solicitation package available.
