Description
The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Statistical Research and Applications Branch (SRAB) intends on contracting with Istituto Superiore di SanitàLab. Epidemiologia e Biostatistica, Reparto Indicatori Sorveglianza Sanitaria, Viale Regina Elena 299, 00161 Roma for: Projection of breast cancer incidence and prevalence in US at state level using Prevalence Incidence Analysis MODel. The services and supplies herein are being procured using the simplified acquisition procedures as stated in FAR Part 13. The North American Industrial Classification System code is 541990 and the business size standard is $6M. The objectives are to investigate the performance of the methodology in estimating prevalence at smaller areas than nationally and to provide breast cancer prevalence at the state level. This is a pilot study to estimate Breast Cancer Prevalence at state level. Based the NCI's knowledge there are no estimates of Cancer Prevalence at state level in the US. Following are the three (3) areas which are essential to success of this agreement: 1) The statistical method denoted by PIAMOD (Prevalence Incidence Analysis MODel) estimates prevalence from incidence and patient survival data has been developed by researchers from the Istituto Superiore di Sanità in Rome, Italy, 2) Age and period cancer incidence at state level can be estimated from ecological regression on socio economic variables, and 3) Breast cancer survival can also be obtained at state level by applying state specific relative risk to SEER breast cancer survival. The state specific relative risks were estimated using ecological regression analysis on survival. Thus, the inputs for the application of the methodology are available (state specific incidence and survival). The effect of hypotheses and approximations involved in the combined estimation procedure of modeling incidence, survival and prevalence needs to be validated in a pre-step using the SEER data. The Istituto Superiore di Sanita along with Dr. Arduino Verdecchia will be responsible for managing and conducting the research. Dr. Arduino Verdecchia has developed the methodology and is a leading expert in the development of the methods and application for estimating chronic diseases incidence and prevalence. He and his group have developed the software, which has been extensively applied to cancer data from Italy, Europe and SEER. This is the only source known to NCI with its unique capabilities to successfully complete this project. . This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement and the noted features, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NCI research to determine if he party can perform this requirement. Capability statements must be received in the contracting office by 1:00 PM, EDT (local Washington, D.C. time) on September 22, 2003.
