- Description
- NASA/MSFC plans to issue a Request for Proposal (RFP) for a three (3) month extension to the current Aircraft Operation and Maintenance Contract. This extension will provide MSFC the required Acquisition Lead Time to complete the recompetition of its Aircraft Operation and Maintenance requirement. The recompetition is being conducted under FAR Part 8.4 using the GSA's Federal Supply Schedule No. 874V, Logistics Worldwide. The extension is needed because the recompetition was delayed due to the additional time required to gather and validate information regarding the operation of a later model aircraft being used by MSFC (a Gulfstream II versus the Gulfstream I). Given the safety and operational requirements surrounding the day-to-day operation of a passenger-carrying aircraft, the issuance of a competitive procurement to cover the 3-month period is considered impractical. As such, MSFC intends to purhase the services from the Bionetics Corporation, Newport News, Virginia, under the authority of a Justification pursuant to FAR 6.302-1, which implements the authority of 10 U.S.C. 2304 (c)(1). The Aircraft Operation and Maintenance contract furnishes the necessary management, personnel, equipment, and materials (not otherwise provided by the Government) which provides safe, efficient operation, and maintenance of the MSFC aircraft. The work can be broken down into the following elements: Operation in accordance with NASA and Federal Standards (to include the provision of federally-qualified flight crews) and Maintenance (compliant with all applicable Federal standards for the aircraft being maintained). The Government intends to acquire a commercial item using FAR Part 12. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
