Please note: This is only a pre-solicitation notice. The solicitation as well as any issued amendments WILL BE AT http://ideas.nbc.gov website ON OR ABOUT SEPTEMBER 22, 2003 -- TELEPHONE REQUESTS FOR THIS SOLICITATION WILL NOT BE ACCEPTED. The total estimate of the job is .$25K and <$100K. NAICS code is 235610 Roofing Construction Contractors. This is an emerging small business set-aside. Offers or quotations under this acquisition are solicited from emergency small business concerns only. Offers that are not from emerging small business shall not be considered and shall be rejected. The work of the contract involves removal of the existing roof and installing a rubber membrane roof (est 4,700 SQ FT) to include installation of wood cant, flashing and drains. This contract will be conducted in two phases. Phase One will evaluate the technical qualifications to arrive at a short list of three contractors to participate in Phase Two (the design & construction). Only the three offerors invited by the Government to participate in Phase Two may qualify for a stipend payment in the amount of $600 to help defray design development costs. Phase One evaluation factors are (1) technical competence and specialized experience (2) capability to perform within time period (3) past performance. Phase Two evaluation factors are (1) soundness of design (2) construction approach (3) price. Questions may be directed to Judith A.
