- Description
- The Administrative Office of the U.S. Courts (AO) requests submission of SF 254s and 255s by architectural-engineering firms desiring to be considered for government contracts not to exceed $100,000. A permanent Architect-Engineer Selection Board shall maintain an A-E qualifications data file. Each firm will be classified with respect to: (1) Location; (2) Specialized Experience; (3) Professional Capabilities; (4) Capacity; and, (5) Past Performance. The file shall be reviewed and updated annually with additional firms and with revised information from firms already in the file. Projects may consist of broad based architect-engineering services to include, but not limited to: site analysis, evaluation and development; CADD services; sound system design; audio visual system design; courtroom technologies; mechanical, electrical, and architectural design; and historical preservation studies. Potential projects may be geographically located in the 50 United States and the U.S. Territories. Individual projects will be awarded to firms based on the following criteria: (1) Location in the general geographical area of the project and knowledge of the locality of the project; (2) Specialized experience and technical competence in the type of work required; (3) Professional qualifications necessary for satisfactory performance of required services; (4) Capacity to accomplish the work in the required time; and (5) Past performance on contracts with the judiciary, other government entities, and private industry in terms of cost control, quality of work, and compliance with performance schedules. In making the award determination the Architect-Engineer Selection Board will rank the firms most qualified to perform the work and provide its list to the Contracting Officer (CO) who will review it, make the final selection list, attempt to negotiate a fair and reasonable price with the firm ranked first and, if successful, award to that firm. If unsuccessful, the CO will attempt to negotiate with the next firm on the list and so forth, until award is made or it is necessary to request an additional listing from the selection board. This process will continue until award is accomplished.
