- Description
- The National Cancer Institute(NCI), Division of Cancer Epidemiology and Genetics (DCEG) plans to procure on a sole source basis form the University of Oklahoma University Health Sciences Center (OUHSC), 920 S.L. Young Blvd., WP2350, Oklahoma City, Oklahoma the ability to process Cervical Tissues Collected from Loop Electrosurgical Excision Procedures (LEEPS). This project is part of the study to Understand Cervical Cancer Early Endpoints and Determinants (SUCCEED)which is being conducted to identify biomarkers that would molecularly distinguish women "at risk" of progressive cervical neoplasia. The purpose of SUCCEED is to therefore identify biomarkers that would distinguish those women who will process to cervical neoplasia from the majority that will not. The success of the study is the ability to understnd the distinctive molecular events that occur in each cervix, comparing tumor cells to parts of the cervix that appear normal. The ability to process the LEEP as specified and maintain its topography is critical for the long-term goals of SUCCEED in understanding field effects of Human papillomavirus (HPV) infection and of tumorigenesis. LEEPS are collected from women with high grade cervical lesions and serve as the diagnostic specimen and/or treatment for the diagnosed disease. Because the entire cervical LEEP is considered a diagnostic specimen, these tissues must be processed by OUHSC for clinical management purposes. To filfill the long-term objectives of SUCCEED, the comprehensive processing of LEEPs is essential. As part of the SUCCEED study, cytological specimens will also be collected on all women enrolled into SUCCEED. The objective of this task is for the cytotechnician staining and screening of ThinPrep pap slides for pathology review at OUHSC. Similarly, for clinical management purposes, processing of these tasks must be conducted at OUHSC. NCI is launching SUCCED at the OUHSC in the fall of 2003. As the clinical site for the SUCCEED project all women enrolled into the SUCCEED program will be referred to OUHSC for colposcopy or treatment. This is not a request for compeitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabililties. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NCI researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office by 1:30 P.M., EDT, on September 23, 2003. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
