Description
The National Cancer Insitute (NCI), Surveillance Research Program (SRP) plans on entering into a sole source contract with the University of Utah, 201 S. President's Circle, Room 406, Salt Lake City, Utah, 84112. The SRP directs the collection and analysis of pertinent data in order to answer key questions about cancer incidence, morbidity, mortality, and cancer-related health status in diverse regions and populations in the United States. SRP mission manages the Surveillance, Epidemiology, and End Results (SEER) Program, an integrated, comprehensive, populations-based cancer registry system. The SEER Program forms the structure for studies on patterns of cancer care across the country, as well as support of pilot registries and patterns of care projects in Native American communities. Cancer is fast becoming a leading cause of morbidity and mortality among American Indian and Alaska Native (AI/AN) people, and there is limited data describing patterns of cancer care and treatment. The NCI-SEER data are available on Alaska Natives and American Indians of New Mexico and other SEER sites, yet little is known about other Native populations. Racial misclassification is one reason for inconsistent and inaccurate data. Lack of data linkages between the Indian Health Service (IHS), state health departments, and private providers may account for the current incorporate information on cancer experiences among the AI/AN populations. The University of Utah offers the resources of having a SEER cancer registry with a specific emphasis on Native American populations. The NCI/SRP has a need to define the patterns of cancer care, treatment, and screening among American Indian people of South Dakota as this is a fairly large population made up of several related but autonomous tribes. In addition, the tribal members seek health care or are referred to both in-state and out-of-state private providers for cancer-related care. As tribes are assuming increasing control and ownership of health care systems, a tremendous need exists to develop systematic cancer surveillance data that helps tribes and other providers to utilize accurate data for health care planning and interventions. The University of Utah is the one source with the staffing to complete the patterns of care study with comparability to those of the SEER Program, perform the study among the subject populations needed to improve estimates on cancer prevention and control among racial/ethnic minority populations. Based on the information provided, NCI has determined that the University of Utah is the only known source that can meet the above requirements. However, if any interested party believes it can provide the necessary data and or services, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NCI researcher to determine if the party can perform the necessary requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This requirement is being processed under the authority of FAR 13 simplfied acquisition procedures. No collect calls will be accepted. The NAICS Code 541690.
