- Description
- The National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Outcomes Research Branch (ORB), plan to procure on a sole source basis services for Idealized Design of Cancer Care from the Institute for Healthcare Improvement, 375 Longwood Avenue, 4th Floor, Boston, MA 02215. The mission of the Institute for Healthcare Improvement (IHI) is to offer resources and services to help health care organizations make dramatic and long-lasting improvements that enhance clinical outcomes and reduce costs. IHI is a unique organization that can draw on its experience, faculty, and internationally-known experts for advice in improving the quality and value of health care. The Working Group to be convened through this procurement will develop a framework for the NCI on how best to go forward on a project to redesign cancer care?the focus and types of activities that will best meet these goals. The approach will be based on the findings of an IOM Roundtable on Health Care Quality (JAMA, September, 1998) which noted serious and widespread quality problems exist throughout American medicine. Taking up the Roundtable?s conclusion, a subsequent landmark IOM study, Crossing the Quality Chasm, proposed that health care organizations strive for six Aims: safety, effectiveness, patient-centeredness, timeliness, efficiency, and equity. The IHI leadership was a key member of the committee that envisioned and drafted the IOM recommendations and delineated those Aims, which form the framework for this project. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party has the resources and was involved in the IOM recommendations. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EDT, on September 23, 2003. All questions must be in writing and can be faxed to (301) 402-4513 or emailed to dm170b@nih.gov . It is the vendor's responsibility to call (301) 402-4509 to insure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
